<br />Commissioner Bowden questioned whether Fellsmere had any tentative <br />commit-ments from St. Johns River Water Management District in any areas. Mr. Nunemaker <br />explained how they are involved and have been talking with St. Johns. <br /> <br />Chairman Wheeler questioned comments from Mr. Nunemaker regarding “payment <br />in lieu of” and how it would work. Mr. Nunemaker explained that they basically take a market <br />base approach, which he explained in detail. Mayor Savage said they had only done that for one <br />annexation and that was for Habitat. <br /> <br />Commissioner Davis asked what were Fellsmere Joint Ventures plans for units per <br />acre. <br /> <br />Mr. Nunemaker <br /> said that was where they were looking to implement the “Village <br />Concept”, with integrated roadways, 50% open space requirements, among other things. He had <br />also transmitted a draft document to County Community Development Director Bob Keating, <br />which they are now working on together, as they want it to be an integrated approach. He stated <br />that Fellsmere wants a diverse economy because they cannot continue with agriculture only. They <br />also want wealth creation, some manufacturing, and eco-tourism, so there will be a couple of <br />hotels on CR 512 & I-95 within the next 5-7 years. <br /> <br />Commissioner Flescher remarked that Fellsmere has a strong bold vision and no <br />commitment for development. <br /> <br />Don Studley, <br />Developer,declared that he had made a commitment.
