COPY OF THE SOLID WASTE DISPOSAL RATE <br />STUDY IS ON FILE IN THE OFFICE OF THE CLERK. <br />THE BOARD OF COUNTY COMMISSIONERS THEREUPON RECESSED AT <br />12:00 NOON FOR LUNCH AND RECONVENED AT 1:30 O'CLOCK P.M. ALL MEMBERS <br />WERE PRESENT EXCEPT FOR'COMMISSIONER SIEBERT, WHO WAS ABSENT FOR THE <br />REMAINDER OF THE MEETING. <br />KEITH SWENSON, WHO WORKS WITH THE ENVIRONMENTAL DESIGN <br />DEPARTMENT OF GENERAL DEVELOPMENT CORPORATION, CAME BEFORE THE BOARD <br />TO DISCUSS THEIR PLANS TO IMPROVE THE ENTRY AREA OF VERO BEACH HIGH- <br />LANDS. HE INTRODUCED -PETER SETTLES, OF THEIR LEGAL DIVISION, TED <br />MOREAU, GENERAL MANAGER OF THEIR PROPOSED PROJECT, AND CHUCK MILLER, <br />PRESIDENT OF THE HOMEOWNERS ASSOCIATION. MR.. SWENSON STATED THAT <br />THEY HAVE BEEN WORKING WITH THE PLANNING DEPARTMENT OVER THE PAST <br />FEW MONTHS AND WOULD LIKE SPECIFIC PERMISSION FOR TWO OF THEIR <br />PROPOSALS, AS FOLLOWS: <br />(1) LANDSCAPE APPROXIMATELY 1000 LINEAL FEET OF THE 20TH PLACE <br />RIGHT-OF-WAY. <br />(2) INSTALL DECORATIVE PAVING ON 20TH PLACE BETWEEN THE U.S. 1 <br />RIGHT-OF-WAY AND THE FLORIDA EAST COAST RAILROAD RIGHT-OF-WAY. <br />MR. SWENSON REFERRED TO THE SITE PLAN WHICH THEY DISPLAYED <br />TO THE BOARD AND INFORMED THE BOARD THAT THEY HAVE RECENTLY ACQUIRED <br />THE FLEA MARKET PROPERTY AND WILL BE DEVELOPING IT AND MAKING SOME <br />IMPROVEMENTS ALONG 20TH PLACE. TO THE RIGHT OF 20TH PLACE, THEY WILL <br />BE CONSTRUCTING A BUILDING TO HOUSE SALES AND ADMINISTRATIVE OPERATIONS <br />FOR THE FORSEEABLE FUTURE. THIS SKETCH SHOWS A BUILDING OF 15,000 <br />SQ. FT., BUT THEY WILL BE STARTING WITH A 3.000 SQ. FT. BUILDING. <br />MR. SWENSON NOTED THAT THIS ALREADY HAS GONE THROUGH PLANNING AND <br />SITE PLAN REVIEW ALONG WITH THE LANDSCAPING TREATMENT. THEIR SPECIFIC <br />REQUEST TODAY INVOLVES CERTAIN IMPROVEMENTS TO TAKE PLACE WITHIN THE <br />PUBLIC RIGHT-OF-WAY. THEY PROPOSE TO TEAR UP THE EXISTING PAVED AREA <br />BETWEEN THE RIGHT-OF-WAY ON U.S. 1 AND THE RIGHT-OF-WAY TO THE RAIL- <br />ROAD TO THE NORTH AND REPLACE THAT WITH A DECORATIVE PAVEMENT, WHICH <br />DEC 1-91979 <br />31 .
