DEC 19 1979 BOOK -42 PAGE 338 <br />PLANNING DIRECTOR REVER EXPLAINED THAT SITE'PLAN APPROVAL <br />HAS BEEN APPROVED BASED UPON THEM OBTAINING THE NECESSARY REZONING. <br />THEY FELT THE QUESTION OF UTILIZATION OF THE RIGHT-OF-WAY IS THE <br />BOARD'S PROVINCE. HE NOTED THAT THIS IS A CONCEPTUAL APPROACH, AND <br />IF THE BOARD DOES APPROVE OF IT, THEY WILL HAVE TO COME BACK WITH A <br />DETAILED, SPECIFIC DRAWING. MR. REVER STATED THAT HIS DEPARTMENT <br />DOES NOT HAVE ANY PROBLEM WITH WHAT IS PROPOSED, BUT WANTS TO BE SURE <br />THE BURDEN OF MAINTENANCE IS NOT ON THE COUNTY. <br />THE BOARD THEN REVIEWED THE SITE PLAN THAT WAS APPROVED <br />BY THE SITE PLAN REVIEW COMMITTEE. IT SHOWED AN SO' RIGHT-OF-WAY <br />AND A DECELERATION LANE. DISCUSSION FOLLOWED ON THE DECORATIVE PAVING <br />AT THE ENTRANCE, AND MR. SWENSON EXPLAINED THAT IT LOOKS LIKE ENLARGED <br />BRICK. AN ACCELERATION HOLDING LANE TO GET BACK INTO TRAFFIC ON <br />U.S. I WAS ALSO DISCUSSED. <br />MR. SWENSON STATED THAT HE WOULD NOT LIKE THIS WINDOW- <br />DRESSING BIT TO HOLD UP MOVING AHEAD WITH THEIR PROJECT AND IF THERE <br />ARE SPECIFIC DESIGN PROBLEMS, THEY WOULD BE GLAD TO GET WITH THE <br />COUNTY TO WORK THESE OUT. <br />CHAIRMAN WODTKE NOTED THAT THE PROPERTY OWNERS ASSOCIATION <br />WILL ONLY ADDRESS NEW RESIDENTS. <br />MR, MOREAU STATED THAT THEY HAVE APPROXIMATELY 1,100 LOTS <br />THAT HAVE NOT BEEN SOLD, AND THE MARKETING STRATEGY IS THAT THEY WILL <br />ONLY BE SOLD AS A HOUSE -LOT PACKAGE AND THE BUYER MUST JOIN THE PROPERTY <br />OWNERS ASSOCIATION. THERE ARE PRESENTLY ABOUT 250 HOMES SCATTERED <br />AROUND, AND THERE IS AN EXISTING VOLUNTARY HOMEOWNERS ASSOCIATION <br />WITH ABOUT 66 MEMBERS. HE STATED THAT THEY HAVE MET WITH THIS ASSOCIA- <br />TION, REVIEWED THE CONCEPTUAL PLANS, AND OFFERED THEM THE OPPORTUNITY <br />TO JOIN THE ASSOCIATION ONCE IT IS FORMED, AND THEY HAVE AGREED TO <br />DO SO. <br />MR. SWENSON STATED THAT EVENTUALLY THEY ANTICIPATE CON- <br />STRUCTION OF SOME KIND OF RECREATIONAL AMENITY AND THAT WILL BE THE <br />RESPONSIBILITY OF THE PROPERTY OWNERS ASSOCIATION. <br />ATTORNEY COLLINS DID NOT FEEL THE COUNTY SHOULD RELIEVE <br />GENERAL DEVELOPMENT OF THE ULTIMATE RESPONSIBILITY IN THE EVENT THE <br />PROPERTY OWNERS ASSOCIATION DOES NOT ALWAYS HAVE FUNDS AVAILABLE. <br />3� <br />
