THE DEVELOPMENT WILL BELONG TO MANDATORILY, AND THAT PROPERTY OWNERS <br />ASSOCIATION WILL BE RESPONSIBLE FOR THE MAINTENANCE AND OPERATION <br />OF THE IMPROVEMENTS AFTER THE THREE YEAR PERIOD. HE INFORMED THE <br />BOARD THAT THEY HAVE USED THIS SYSTEM VERY SUCCESSFULLY AROUND THE <br />STATE. <br />CHAIRMAN WODTKE EMPHASIZED THAT PERPETUAL MAINTENANCE IS <br />A GREAT CONCERN BECAUSE THE COUNTY IS NOT GOING TO MAINTAIN THESE <br />IMPROVEMENTS. <br />THE CHAIRMAN THEN ASKED IF THERE IS A DECELERATION LANE ON <br />U.S. I GOING SOUTH BY THEIR PROPERTY. <br />MR. SWENSON REPLIED THAT THEY HAVE APPLIED FOR A DECELERA— <br />TION LANE AND A MEDIAN CUT. <br />THE CHAIRMAN ASKED IF THE DECELERATION LANE WILL GO ALL <br />THE WAY TO THE ENTRANCEWAY, AND ENGINEER KEN MILLER STATED THAT IT <br />DOES NOT. <br />THE CHAIRMAN FELT IF WE DONT REQUIRE THIS TO BE DONE RIGHT <br />NOW, IT WILL NEVER GET DONE. HE POINTED OUT THAT SUCH A LANE IS <br />NEEDED AT VERO SHORES, AND IT HAS NEVER BEEN DONE. <br />COMMISSIONER LYONS AGREED THAT TRAFFIC FLOW IS VERY IMPORTANT <br />AND WE SHOULD MAKE ALL OUR PLANS NOW FOR THE FUTURE OF THIS ROAD AND <br />THEN P -UT IN ALL THE GINGERBREAD. <br />MR. SWENSON STATED THAT THEY HAVE BEEN TRYING TO RELATE <br />THIS TO THE MASTER PLAN, <br />PLANNING DIRECTOR REVER INFORMED THE BOARD THAT THEY HAVE <br />A PLAN WITH THREE INTERNAL NORTH—SOUTH CONNECTIONS TO SIPHON THE <br />TRAFFIC TO FLOW AWAY FROM U.S. 1. HE FELT, HOWEVER, THAT SIGNALIZA— <br />TION AND A DECELERATION LANE IS VERY IMPORTANT AND THAT POSSIBLY WE <br />NEED TO MODIFY THE SITE PLAN. <br />MR. SWENSON INFORMED THE BOARD THAT THE DOT HAS GRANTED <br />THEM PERMISSION TO PUT TREES IN THE MEDIAN ON U.S. 1, AND THEY WOULD <br />LIKE TO GET IN AND START CONSTRUCTION OF THE ADMINISTRATIVE FACILITY <br />AND THE LANDSCAPING RIGHT AFTER THE FIRST OF THE YEAR, HE NOTED <br />THAT THE SITE PLAN APPROVAL IS COMPLETED, AND THE ONLY THING REMAINING <br />IS THE TREES, DECORATIVE PAVING, ETC. <br />DEC 1.9 1979 <br />33 BOOK -.42 PAcE:TJ <br />
