THAT THE PIASTER PLAN SHOWS THIS PROPERTY AS COMMERCIAL. GENERAL <br />DEVELOPMENT, WHICH OWNS THIS ENTIRE PARCEL, PRESENTLY MAINTAINS AN <br />OFFICE ON THE SOUTH PORTION OF THE PROPERTY, AND THERE IS A FLEA <br />MARKET ON THE NORTHERN PORTION. MS. LANCASTER NOTED THAT THE AREA <br />TO THE NORTH AND SOUTH OF THE SUBJECT PROPERTY IS VACANT, AND THERE <br />IS A 7-11 STORE AND SOME'RESIDENCES TO THE WEST, WITH A MOBILE HOME <br />PARK ACROSS THE HIGHWAY. BOTH THE PLANNING DEPARTMENT AND THE PLANNING <br />& ZONIN& COMMISSION RECOMMEND APPROVAL OF THE REQUESTED ZONING CHANGE. <br />THE CHAIRMAN ASKED IF ANYONE PRESENT WISHED TO BE HEARD. <br />THERE WERE NONE. <br />ON MOTION BY COMMISSIONER DEESON, SECONDED BY COMMISSIONER <br />LYONS, THE BOARD UNANIMOUSLY CLOSED THE PUBLIC HEARING. <br />COMMISSIONER LYONS COMMENTED THAT HE HAS NO OBJECTION <br />BASICALLY TO THE CHANGE IN THE ZONING, BUT IF IT AUTOMATICALLY APPROVES <br />THE SITE PLAN, HE -WILL NOT VOTE FOR THE ZONING UNTIL THE SITE PLAN <br />I'S REDONE BECAUSE HE DOES NOT FEEL THE TRAFFIC FLOW HAS BEEN ADEQUATELY <br />ADDRESSED. <br />CHAIRMAN WODTKE DID NOT BELIEVE YOU CAN GRANT ANYTHING <br />BASED ON A REZONING, AND ATTORNEY COLLINS COMMENTED THAT THE ORDINANCE <br />STATED THAT APPROVAL CAN BE BASED UPON THINGS OCCURRING, BUT CHANGE <br />OF ZONING IS QUITE UNUSUAL. <br />MR. SWENSON INFORMED THE BOARD THAT GENERAL DEVELOPMENT <br />CORPORATION APPROACHED THE COUNTY PLANNING COMMISSION FULLY RECOGNIZING <br />THAT IT IS THEIR RI::SK IF THE COMMISSION DID REJECT THE REZONING,. BUT <br />IT WAS THEIR DESIRE TO TAKE THE RISK BECAUSE THEY ARE ANXIOUS TO MOVE <br />THE PROJECT AHEAD. HE STATED THAT IF THERE ARE MATTERS WHERE THEY <br />CAN WORK WITH THE COUNTY ON THE SITE PLAN, THEY WILL BE GLAD TO DO <br />S0, BUT WOULD URGE THE COMMISSION TO MOVE FORWARD ON THE COMMERCIAL <br />ZONING. THEY WILL BE GLAD TO WORK ON CONTINGENCIES ABOUT THE HIGHWAY <br />DESIGN. <br />COMMISSIONER LYONS STATED THAT IF WE WERE TO HAVE ASSURANCES <br />FROM GDC PRIOR TO THE TIME WE VOTE ON THE ZONING THAT THEY WILL <br />ADDRESS THE TOTAL TRAFFIC PROBLEM OF THAT SUBDIVISION, WHICH INCLUDES <br />NEARLY 3,000 UNITS, THEN WE COULD GO ON TO THE QUESTION OF REZONING. <br />DEC 1.9 1979 <br />43 4� ��c�7 <br />I <br />
