County Comm. <br />12 Dec 79 <br />Task 1 -- Preparation of Specifications and Contractor's <br />Proposal Form <br />Geraghty & Miller, Inc., will prepare technical specifications <br />for the testing program. The hydrogeologic requirements of the <br />testing program are quite technical and detailed, and bidders <br />will need a clear understanding of the work in order to satisfy <br />these requirements. In addition, because the wells that will <br />be drilled in this program may eventually be used as production <br />wells, it is expected that the County and the Joint Venture will <br />also have input to the specifications. Geraghty & Miller, Inc., <br />will work closely with these groups in preparing these specifi- <br />cations. <br />Task 2 -- Well, Permit, and User Inventory <br />Results of the preliminary hydrogeologic investigation indicate <br />that the proposed diversion will impact wells tapping the <br />Floridan Aquifer over a large area extending outside the taxing <br />district. The well owners undoubtedly will form the principal <br />group of objectors to the proposed diversion. Indian River <br />County must be aware of the potential ohjectors, and the loca- <br />tions, capacities, and usage patterns of individual wells be- <br />fore submitting a water -use application. In addition, because <br />a potential for water -quality degradation may exist in the <br />Floridan Aquifer as a result of upward movement of poorer <br />quality water from greater depths, the total depth, cased depth, <br />and present water quality in existing wells should be documen- <br />ted. This potential for upward movement is of critical concern <br />to the St. Johns River Water Management District. <br />Geraghty & Miller, Inc., will complete an inventory of wells, <br />legal users, and permitted diversions from the Floridan Aquifer <br />within a minimum five miles of the prospective well field. Two <br />separate water management districts -(South Florida Water Manage- <br />ment District and St. Johns River Water Management District) and <br />two separate sub -district offices (Fort Pierce and Orlando) of <br />the Florida Department of Environmental Regulation (DER) main- <br />tain jurisdiction over water use and well construction within <br />five miles of the taxing district. These agencies will be con- <br />tacted for information. In addition, data may be available from <br />the Florida Department of Natural Resources, the U. S.
