She explained the process followed in Palm <br />Beach County. <br /> <br />Commissioner Bowden inquired about the School District’s current millage rate, and if <br />after the class size reduction, the School Board intends to bring forward another bond referendum. <br />Dr. Dan McIntyre, <br /> School Board Assistant Superintendent, responded that he did not think they <br />would have a bond referendum anytime soon and he thought the millage rate was between 8 and 9 <br />mills. <br /> <br />Mayor Nathan McCollum, <br />City of Sebastian, asked who works the formula to <br />Mr. DeYoung <br />determine capacity. responded the School District with the consultant use the <br />standard formula that is in the Interlocal Agreement to determine the student generation multiplier. <br />Commissioner Davis wanted to be sure that the student generation multiplier was <br />specifically for Indian River County, and he learned it is. <br /> <br />Andrea Coy, <br />City of Sebastian Council Member, questioned the current capacity are the <br />schools. Mr. DeYoung responded that no school is higher than 101%. <br /> <br />Discussion ensued concerning language in the Interlocal Agreement regarding the <br />selection of school sites. Community Development Director Bob Keating explained that every <br />year the School District has to send the local governments their 5-year Public Facilities Plan and it <br />is an opportunity for local governments to obtain input to provide assistance for new schools <br />locations. <br /> <br />Mayor McCollum <br />asked for an explanation why the elected official meeting currently <br />held in June had been moved to August.
