<br /> Chairman Ginn interrupted stating that the 5-year plan is a written document which has <br />been approved and totally financed. She asked Mr. Sneed to stay with the subject at hand. <br />Mr. Sneed <br /> continued his objection that no one on his street had received any notice of this <br />“south county master plan”. He took exception to the way this idea has been brought forward. <br /> Vice Chairman Neuberger stated this is a concept brought forward by planners who are <br />hoping to get the developers to agree to the plan. <br /> Chairman Ginn emphasized this is just the beginning and it is certainly better than just <br />individual developers with no planning. <br />Mr. Sneed <br /> stated he is not talking about this development but the private master plan <br />which occurred without the knowledge and input of people who live in the area. <br /> Commissioner Lowther commented that he meets once a month with taxpayers and it is <br />noticed in the newspaper all the time. <br /> County Attorney Collins advised that this concept does not have legal standing. It is <br />simply an attempt by staff to try to work with developers. There is no requirement of notice or due <br />process and the Board is also hearing this for the first time. <br /> <br />Brian Heady <br /> pointed out that the developer should be required to deed the land for the <br />school site to the County, without a reverter clause, as part of the approval of their project. <br /> <br />John Williams <br /> , Smugglers Cove, applauded staff trying to bring together different types <br />of development but reminded the Board that, at least 8 months ago, they had agreed to revisit the <br />Comprehensive Plan. He wondered if the developers could provide a daily trips generated figure <br />and suggested that each owner and developer mentioned in the plan be brought to a public forum <br />and made to commit on the public record to this plan. <br /> Director Boling stated that the developers have committed to the master plan and as each <br />project comes in, they will fit it to the plan.
