JAN 91980 enoK 4Z m'V 454 <br />IN-DEPTH STUDY TO GET IT THROWN OUT. IT WAS GENERALLY AGREED IF THIS <br />COULD BE ACCOMPLISHED, THE D.O.R. SIMPLY WOULD STATE THAT IF YOU ARE <br />NOT AT FULL VALUE, YOU WILL NOT BE APPROVED, AND MR. LAW EXPRESSED <br />CONCERN THAT THE SMALLER COUNTIES WOULD BE THE ONES TO SUFFER BECAUSE <br />IT IS EASIER FOR THE D.O.R. TO GO INTO THE SMALLER COUNTIES. <br />MR. LAW NEXT DISCUSSED THE ALTERNATIVE FOR RE-EVALUATING <br />AND MEETING THE DEADLINE BY CONTRACTING THE WORK WITH MASS APPRAISAL <br />EXPERTS, WHICH HE ESTIMATED WOULD COST AROUND $300,000. HE INFORMED <br />THE BOARD THAT HE HAS ARGUED WITH THE D.O.R. THAT HE DOES NOT HAVE <br />THE MONEY FOR THIS BECAUSE THEY HAVE CUT HIS BUDGET TO THE BONE, BUT <br />THEIR ANSWER IS THAT THEY WILL LOAN HIM THE MONEY NECESSARY: THEIR <br />REPAYMENT CLAUSE, HOWEVER, IS THREE YEARS. THE PROPERTY APPRAISER <br />NOTED THAT BY LAW IF HE DOES NOT HAVE HIS ROLL FINISHED BY .JANUARY OF <br />THE NEXT YEAR, HE HAS TO GIVE THE TAX COLLECTOR A TRUE COPY OF THE <br />PRECEDING ROLL AND PEOPLE CAN PAY ON THAT BASIS, BUT THE TAX COLLECTOR <br />CANNOT DISBURSE THIS MONEY TO ANY OF THE GOVERNING BODIES, MR. LAW <br />FELT THEY HAVE CONSIDERED EVERY ANGLE, BUT IT SEEMS THAT THE D.O.R. <br />IS IN CONTROL AND WE HAVE TO DO WHAT THEY ARE ORDERING. HE NOTED <br />THAT HE HAS A CONFERENCE WITH THE D.O.R. SCHEDULED FOR THURSDAY, <br />JANUARY 17TH, AT WHICH TIME HE IS TO DISCUSS THE LETTER OF DEFECT AND <br />HIS INTENTION OF WHAT HE WILL BE DOING TO COMPLY. THE D.O.R. THEN <br />WILL ISSUE AN ADMINISTRATIVE ORDER, AND WHEN THIS IS DONE. HE HAS TO <br />TAKE ACTION. <br />MR. LAW REPORTED THAT THE PROPERTY APPRAISERS AT THEIR <br />MEETING IN TAMPA AGREED THAT SOMETHING HAS TO BE DONE ABOUT THE EVER <br />INCREASING PROPERTY VALUES AND REASSESSING EVERY YEAR, AND THEY <br />FURTHER FELT THAT WE ALL FEEL THE INFLATIONARY CRUNCH ON OUR POCKET- <br />BOOKS ENOUGH WITHOUT BEING OVERBURDENED MORE BY TAXING. THE ASSOCIA- <br />TION, THEREFORE, IS NOW INITIATING A PETITION ASKING FOR A CONSTITU- <br />TIONAL AMENDMENT THAT WILL CHANGE THE STANDARD OF ASSESSMENT TO ONE- <br />HALF OF ITS EXISTING FULL JUST VALUE FOR ASSESSMENT PURPOSES, AND <br />SECONDLY ARE ASKING THAT A LAW BE PASSED LIMITING LOCAL GOVERNMENTS <br />TO A 5% CAP INCREASE ON TAX DOLLARS OVER THE PREVIOUS YEAR. THEY <br />ARE TRYING TO GET THIS ON THE NOVEMBER BALLOT. <br />
