COMMISSIONER LYONS STATED THAT HE PERSONALLY RESENTS THE <br />PROPERTY APPRAISERS AND THE LEGISLATURE SETTING CAPS ON THE AMOUNT <br />OF M)NEY THE COUNTY COMMISSION CAN SPEND. HE POINTED OUT THAT THE <br />PEOPLE ELECTED THE COUNTY COMMISSIONERS TO LEVY THE TAXES, NOT THE <br />PROPERTY APPRAISER, AND IT WOULDN'T MAKE ANY DIFFERENCE -IF THE <br />ASSESSMENTS WERE 150% IF THE COUNTY COMMISSION DID ITS JOB SETTING ITS <br />MILLAGE TO TAKE CARE OF THE EXPENSES TO RUN THE COUNTY. THE COMMIS— <br />SIONER CONTINUED THAT A 5% CAP IS UNREALISTIC; IT ALL DEPENDS ON IN— <br />FLATION AND THE REQUIREMENTS FOR RUNNING THE COUNTY. HE STATED THAT <br />HE SEES RED WHEN HE SEES ALL THESE ASSOCIATIONS TRYING TO SAVE THE <br />PEOPLE FROM THE COUNTY COMMISSION. <br />CHAIRMAN SIEBERT COMMENTED THAT IT DOESN'T MATTER IF THE <br />ASSESSMENT IS AT 150% IF ALL COUNTIES ARE AT 150%. HE AGREED THAT <br />IT DOESN`T TAKE A CRYSTAL BALL TO SEE THAT A 5% CAP IS TOTALLY UN— <br />REALISTIC. <br />COMMISSIONER WODTKE NOTED THAT A 5% CAP IS FINE IF THE <br />LEGISLATURE WILL ASSURE US WE WILL RECEIVE THE DOLLARS WE GOT LAST <br />YEAR AND 5% MORE, BUT OUR GASOLINE MONEY IS DOWN AND WHAT HAPPENS <br />WHEN THE REVENUE SHARING GOES? HE FELT VERY STRONGLY THAT THERE IS <br />NO WAY YOU CAN ARRIVE AT 100% ASSESSMENT, AND IN FURTHER DISCUSSION, <br />IT WAS NOTED THAT THE ONLY WAY TO ARRIVE AT 100% IS TO ASSESS SOME <br />OVER 100%. <br />MR. LAW AGREED THAT IS WHY IT IS SO DIFFICULT TO ACHIEVE <br />100%. HE FELT WHAT THE BOARD IS SAYING HAS A LOT OF BEARING, BUT <br />POINTED OUT THAT ALTHOUGH.HE INCREASED THE ROLL 30%, THE MILLAGE <br />STAYED THE SAME, AND SOMEWHERE ALONG THE LINE, SOMETHING HAS TO BE <br />DONE. <br />COMMISSIONER LYONS REITERATED THAT MR. LAW WAS HIRED TO <br />EVALUATE THE PROPERTY AND SHOULD KEEP OUT OF THE COMMISSION'S <br />BUSINESS. HE FELT THE ANALYZING IS DONE IN THE BOARDS BUDGET <br />SESSIONS. <br />COMMISSIONER LOY NOTED THAT MR. LAW HAS HIS ASSESSMENT <br />METHOD, AND THE STATE HAS THEIR 11WEIGHTED 11 METHOD AND ASKED IF HE <br />WENT THROUGH A RE—EVALUATION WHAT GUIDELINES HE WOULD FOLLOW TO BE <br />SURE THAT WE DO COME OUT AT 100%. <br />JAN 91980 <br />39 oa�c . pwoE P§� <br />
