He explained the ordinance is aimed at placing <br />certain restrictions on the sale of fireworks, and the resolution adopts the fees for plan review and <br />code enforcement. <br /> <br />Chief Justice <br />In response to Chairman Ginn’s inquiry on fireworks gave a detailed <br />explanation of the two categories; fireworks are those that explode into the air and sparklers are <br />anything purchased off the shelf. The State mandates there will be no retail sales of fireworks for <br />safety reasons and it has given Commissioners statewide the ability to regulate the sale of <br />fireworks. <br /> <br />There was a question and answer period regarding open burning and air curtain <br />incinerators and Assistant County Attorney William DeBraal explained that the main changes <br />referencing open burning are updates to the Florida Administrative citations that have been <br />moved. The other change is that it is a violation to conduct open burning contrary to the limits of <br />the permit issued. <br /> <br />Discussion ensued regarding the fees and Administrator Baird pointed out that <br />there is no way that the fees would cover 100% of the cost. They are hiring two additional <br />employees and are looking to recoup some of the expense. <br /> <br />Commissioner Lowther suggested that they look at raising the fees if they are not <br />high enough to cover costs. <br />Commissioner Adams thought the fees were realistic because fees will never be <br />enough to cover salaries. <br /> <br />Chairman Ginn had other concerns regarding firewall requirements in multi-family <br />units.
