MAR 51980 <br />DEAN F. LUETHJE, OF CARTER ASSOCIATES, INC., APPROACHED <br />THE BOARD IN REGARD TO A REQUEST FOR FINAL APPROVAL OF HIDEAWAY <br />COVE SUBDIVISION. HE NOTED THAT THE SUBDIVISION IS LOCATED 500' SOUTH <br />OF ROUND ISLAND, CONTAINS THREE LOTS, AND THE ROAD IS PRIVATE. <br />PLANNING DIRECTOR REVER COMMENTED THAT THE PLANNING DEPART- <br />MENT DID NOT HAVE AN OPPORTUNITY TO REVIEW THE PLAT UNTIL YESTERDAY <br />AND A NOTATION REGARDING THE STATUS OF THE SURROUNDING PROPERTY WAS <br />MISSING, WHICH IS REQUIRED BY THE SUBDIVISION REGULATIONS ON THE <br />FINAL PLAT. HE CONTINUED THAT THE CUL DE SAC WAS ONLY 40' WIDE AND <br />FELT IT SHOULD BE LARGER; ACCORDING TO GOOD DESIGN PRACTICE, 45' IS <br />A MAXIMUM FOR A REGULAR ROADWAY. <br />COMMISSIONER LOY ASKED WHAT WAS CALLED FOR IN THE REGULATIONS. <br />MR. REVER REPORTED THERE IS NOTHING IN THE REGULATIONS <br />DETERMINING WHAT THE MINIMUM TURNING RADIUS IN A CUL DE SAC SHOULD <br />BE, AND HE FELT 50' WAS PROBABLY THE MOST DESIRABLE. <br />COMMISSIONER LOY COMMENTED THAT IF THE REGULATION WAS NOT <br />WRITTEN DOWN, SHE DID NOT FEEL IT COULD BE REQUIRED. <br />DISCUSSION FOLLOWED CONCERNING THE CUL DE SAC AND IT WAS <br />AGREED THAT THERE SHOULD BE SOME CRITERIA FOR THE AVERAGE ROADWAY <br />AND FROM THAT, THE PLANNING DEPARTMENT COULD MAKE THEIR DEVIATIONS, <br />AS EACH DEVELOPMENT WOULD BE DIFFERENT. <br />ON MOTION BY COMMISSIONER WODTKE, SECONDED BY COMMISSIONER <br />LYONS, THE BOARD UNANIMOUSLY GRANTED FINAL APPROVAL OF HIDEAWAY COVE <br />SUBDIVISION, SUBJECT TO THE NOTATION BEING ADDED TO THE PLAT AS TO <br />THE STATUS OF THE PROPERTY ADJOINING TO THE NORTH AND SOUTH. <br />DEAN F. LEUTHJE, OF CARTER ASSOCIATES, INC., NEXT REQUESTED <br />FINAL APPROVAL OF KINGSWAY SUBDIVISION, LOCATED ON KINGS HIGHWAY AND <br />BARBER AVENUE, WHICH CONTAINS 31 LOTS AND EACH ARE 1/2 ACRE IN SIZE. <br />PLANNING DIRECTOR REVER MENTIONED AS A POINT OF INFORMATION <br />THAT THE CUL DE SAC HAD A 40' RADIUS. <br />COMMISSIONER LYONS COMMENTED THAT THEY WERE TRYING TO CHANGE <br />THE RULES IN THE MIDDLE OF THE STREAM, <br />ON MOTION BY COMMISSIONER LYONS, SECONDED BY COMMISSIONER <br />LOY, THE BOARD UNANIMOUSLY GRANTED FINAL APPROVAL OF KINGSWAY <br />SUBDIVISION. <br />MA%1&1980 25 <br />
