MAR 51990 42 f 857 <br />BUILDING DIRECTOR RYMER INFORMED THE BOARD THAT ON ITEM <br />1, VIOLA YOUNG, BOTH THE PROPERTY OWNER AND HER ATTORNEY ARE DECEASED. <br />ATTORNEY COLLINS EXPLAINED THAT YOU ARE REQUIRED TO SEND <br />NOTICE TO THE PROPERTY OWNER WHO APPEARS ON THE TAX ROLL, AND THIS <br />HAS BEEN DONE, THOUGH HIS NOTICE WAS NOT ACKNOWLEDGED. MRS. RYMER <br />STATED THAT SHE HAS A RETURN RECEIPT SIGNED BY THE GRANDDAUGHTER. <br />MRS. RYMER THEN INFORMED THE BOARD THAT THIS IS A DILAPIDATED <br />STRUCTURE WHICH NEEDS TO BE TAKEN DOWN. THE HOUSE IS NOT OCCUPIED <br />AND HAS NO ELECTRICITY. SHE SUBMITTED A PICTURE OF THE STRUCTURE. <br />DISCUSSION FOLLOWED ON AUTHORIZING THE ADMINISTRATOR TO <br />HAVE COUNTY CREWS REMOVE SAID STRUCTURE, AND ATTORNEY COLLINS NOTED <br />THAT THE OTHER ALTERNATIVE IS TO HAVE THE ADMINISTRATOR BID THE JOB <br />OUT AND THEN FILE A LIEN, BUT HISTORICALLY, WE HAVE FOUND THAT THE <br />COUNTY CAN DO THIS WORK CHEAPER. <br />ON MOTION BY COMMISSIONER LYONS, SECONDED BY COMMISSIONER <br />DEESON, THE BOARD UNANIMOUSLY DETERMINED THAT THE IMPROVEMENTS <br />LOCATED ON THE PROPERTY OWNED BY VIOLA YOUNG, DECEASED, (26-32-29- <br />00005-0060-00003.0) LOT 3, BLOCK 6, SPRUCE PARK SUBDIVISION, ARE <br />HEREBY DECLARED TO BE HAZARDOUS AND ARE PRESENTING A SAFETY AND <br />HEALTH THREAT TO THE CITIZENS OF INDIAN RIVER COUNTY AND MOVED THAT <br />THE HAZARDOUS STRUCTURE BE DECLARED A NUISANCE AND BE REMOVED AT THE <br />DIRECTION OF THE COUNTY ADMINISTRATOR AND THE APPROPRIATE LIEN FILED <br />AGAINST THE PROPERTY IN THE EVENT THE COSTS OF REMOVAL ARE NOT PAID <br />BY THE OWNER. <br />BUILDING DIRECTOR RYMER NEXT INFORMED THE BOARD THAT ITEM <br />2, OWNED BY EVERETT J. GILL, DECEASED, HAS BEEN PURCHASED BY DALE <br />GRABENAUER, AND MR. GRABENAUER DID COME IN AND OBTAIN A DEMOLITION <br />PERMIT IN NOVEMBER OF 1979. THE DEMOLITION HAS NOT TAKEN PLACE, <br />HOWEVER, AND SHE HAS NO INDICATION WHEN IT WILL BE. <br />DALE GRABENAUER APPEARED AND EXPLAINED THAT HE PURCHASED <br />THIS PROPERTY FROM MR. GILL IN A LIFE ESTATE. MR. GILL HAS SINCE <br />DIED, BUT THE PROPERTY IS STILL RECORDED IN MR. GILLS NAME. MR. <br />GRABENAUER STATED THAT HE HAS AN ATTORNEY WORKING ON THIS, AND HE <br />DID NOT WANT TO GO AHEAD UNTIL THE PROPERTY WAS IN HIS NAME. <br />MAR X900 49 = � <br />
