0 <br />BOOK 43 -?AGE 34,.'. <br />-Z- <br />4. The agreement between Vero Beach, Indian River County, <br />and Indian River Shores is being worked on. This agreement <br />governs how we will work with Vero Beach to obtain the <br />sewage allocation and conditions for connections. The <br />execution of this document is not necessarily a deterrant <br />to providing the sewer service, since this only requires <br />approval of legal wording of principles that have been <br />agreed to by City and County officials. <br />5. A deposit Or b must be worked out with the <br />customer that protects the county with assurance that the <br />monthly sewage bills are paid as billed, based on volume <br />flow. This agreement is essential before servicing any <br />sewer customers to whom we do not supply water. <br />6. An equitable method of sharing the impact load on the <br />county's existing and proposed utility systems is essential. <br />I am opposed to anyone tying on to our system before an <br />ordinance for this purpose is approved This requires <br />a financial obligation to the county that will help offset <br />the cost of installation and development for treatment <br />equipment capitalization. <br />7. The procedure for proper sequence of planning, permitting <br />agreement, and fee assessments should be approved by the <br />County Board of Commissioners. <br />8. A priority and elegibility procedure should be defined. <br />There are several projects that have different degrees of <br />obligation on the part of the utility that are in various <br />stages of planning and development. Liner_, Utilities Director <br />SUBJECT: Meeting with Vero Beach about 6th Avenue Force Main <br />DATE: March 5, 1980 <br />John Robbins and I met with John Little, Elliot Grosh <br />and Tom Nason to discuss what can be resolved as to getting <br />customers on the force main. <br />We gave Vero Beach a copy of the loading and node points <br />along the force main up to a total load of 600,000 GPD. Also, <br />copies of the developer prerequisites as to approval procedure <br />and my list of problems to be solved before using the force <br />main, as well as a list of the early expected connection load. <br />
