Steve Connelly, 6240 31St Street, Sunniland, noted that he was represented by Attorney <br />Dorothy Hudson last time he appeared before the Board. He believed that staff and Kimley-Horn <br />have answered a great many questions raised about the drainage problem. He displayed several <br />photographs showing the water overflowing the culverts recently and expressed his pleasure with <br />the developer and Kimley-Horn for their willingness to assist in solving this longstanding problem. <br />William Steen, 6465 33rd Place, wanted some reassurance that the block wall with stucco <br />on the south side of 33rd Street was still in the plans and was pleased when it was pointed out to him <br />in the plans. <br />Dr. Robert Nicholas, 6560 351h Lane, Oak Chase, felt the Board could stop the phenomenal <br />growth rate in Indian River County if they have the courage and political motivation. He questioned <br />why waivers are being granted if staff is trying to control growth and quoted a number of <br />percentages and what he felt to be reductions in open space and code requirements. He asked the <br />Board where they were taking the County and what their legacy would be. He felt they were setting <br />a dangerous precedent and that all other developers will expect similar liberal interpretations of the <br />code. His specific concerns were the traffic to be generated by the approximately 600 automobiles <br />he felt would be added by this development and suggested 2 solutions: first, placing 2 exits on 261h <br />and eliminating 33rd Street altogether, or alternatively, moving the exit easterly to line up with 63rd <br />Square or with The Sanctuary which is just a cul-de-sac with no cross traffic, and putting a light <br />there. He also suggested adding a deceleration lane. <br />The Chairman asked if anyone else wished to be heard regarding this matter. There being <br />none, the Chairman closed the public hearing. <br />Commissioner Ginn preferred to see plantings carried through on the berm instead of the <br />wall but added that that is a personal preference. She felt the developer has done a very good job <br />here and she could vote for this project. <br />In response to questioning, Community Development Director Bob Keating noted that a <br />little farther west there is a lot of multi -family development and because of its location across from <br />JULY 15, 2003 <br />
