APR 91980 Boox 43 PAGE 151 <br />COMMISSIONER LOY REPORTED THAT THE BULK OF THE FUND§ ARE <br />TO GET OUR PEOPLE ACQUAINTED WITH THE JOB THAT THEY WERE ASKED TO DO. <br />CHAIRMAN SIEBERT ASKED IF THE SECTION S PROGRAM COULD BE <br />TRANSFERRED TO THE HOUSING AUTHORITY. <br />COMMUNITY DEVELOPMENT DIRECTOR REGAN ADVISED THAT IF THE <br />HOUSING AUTHORITY CHOOSES TO TAKE ON SECTION S, THE COMMISSION AGREES <br />TO RELEASE IT, AND IF HUD IS AGREEABLE, IT COULD OCCUR. <br />CHAIRMAN SIEBERT THEN ASKED IF COMMUNITY DEVELOPMENT COULD <br />BE TRANSFERRED TO THE HOUSING AUTHORITY. <br />ATTORNEY COLLINS ADVISED THAT THE HOUSING AUTHORITY MAY <br />BE ABLE TO MAKE A SEPARATE APPLICATION, BUT COMMUNITY DEVELOPMENT IS <br />A COUNTY FUNCTION. <br />COMMUNITY DEVELOPMENT DIRECTOR REGAN FELT THAT COMMUNITY <br />DEVELOPMENT WAS AN ARM OF THE COUNTY ACTIVITIES AND IS NOT ONE THAT <br />CAN BE ADEQUATELY SERVICED BY THE HOUSING AUTHORITY. <br />PROGRAM. <br />DISCUSSION FOLLOWED ABOUT THE FUNDS FOR THE SECTION S <br />JOSEPH B. EGAN, III, CHAIRMAN OF THE HOUSING AUTHORITY, <br />APPROACHED THE BOARD STATING THAT HUD HAD NOTIFIED THEM THERE ARE <br />116 UNITS AVAILABLE IN THIS AREA, AND THAT HE THOUGHT THERE WERE TWO <br />ENTITIES CONSIDERING SUBMITTING APPLICATIONS FOR THESE FUNDS. HE <br />CONTINUED THAT THE APPLICATION IS DUE ON THE 15TH AND THERE ARE <br />SEVERAL QUESTIONS IN THE APPLICATION THEY ARE UNABLE TO ANSWER AT <br />THIS TIME; ALSO THERE IS A COOPERATION AGREEMENT PERTAINING TO AD <br />VALOREM TAXATION. MR. EGAN ADVISED THEY HAVE GIVEN THIS MATERIAL TO <br />ATTORNEY COLLINS TO REVIEW AND DISCUSS WITH THE BOARD AT THE NEXT <br />MEETING. HE CONTINUED THAT THEY COULD ASK HUD FOR AN EXTENSION OR <br />SUBMIT ALL THAT THEY HAVE WITH A LETTER STATING THE MISSING ITEMS <br />ARE NOW UNDER ADVISEMENT. MR. EGAN FELT THAT SINCE THIS IS THEIR <br />FIRST TIME AROUND, THEY WANTED TO SUBMIT AN APPLICATION TO HUD ON <br />TIME AS THEY HAVE HEARD THAT THE OTHER APPLICANT IS GOING TO ASK <br />FOR AN EXTENSION. HE THEN SUGGESTED THE BOARD AUTHORIZE THE ADMINIS- <br />TRATOR TO WRITE A LETTER TO.HUD STATING THAT THE BOARD HAS DIRECTED <br />
