MR. ENG CONTINUED THAT GERAGHTY & MILLER HAS PREPARED A <br />SET OF CONTRACT DOCUMENTS OUTLINING THE TEST WELL PROGRAM, INCLUDING <br />THE ITEMS TO BE BID UPON. HE HAS REVIEWED THE DOCUMENTS, AND THEY <br />ARE IN ORDER EXCEPT FOR A FEW MINOR CORRECTIONS. THE ENGINEERS ARE <br />RECOMMENDING THAT THE COUNTY PROCEED WITH AUTHORIZATION FOR THE <br />ENGINEERS TO COORDINATE A BID DATE WITH THE ATTORNEY AS TO WHEN THEY <br />CAN GO ON THE SITE. <br />ATTORNEY COLLINS ASKED WHETHER IT IS TYPICAL.IN THE <br />DRILLING BUSINESS TO HOLD BACK SUBSTANTIAL MONIES UNTIL COMPLETION. <br />HE NOTED THAT, ACCORDING TO THE CONTRACT, THEY ARE HOLDING BACK 40%. <br />MR. TESSIER POINTED OUT THAT YOU DONT HAVE A WELL UNTIL <br />THE WHOLE THING IS COMPLETED, AND THIS IS TO ENCOURAGE THEM TO PRO— <br />CEED. HE STATED THAT 60% IS NOT UNCOMMON IN LARGER CONTRACTS. <br />CHAIRMAN SIEBERT ASKED IF HE FELT THIS WILL DETER BIDDING <br />OR CAUSE US TO HAVE A HIGHER BID, AND MR. ENG DID NOT THINK SO <br />BECAUSE THE CONSTRUCTION PERIOD SHOULD BE VERY -SHORT. MR. TESSIER <br />CONCURRED. <br />CHAIRMAN SIEBERT QUESTIONED IF WE WOULD BE SAFE TO GO <br />WITH 75% INSTEAD OF WITHHOLDING 40%, AND MR. TESSIER FELT IT WOULD <br />BE ALL RIGHT AND THAT THE COUNTY STILL WOULD BE PROTECTED. <br />THE BOARD AGREED WE SHOULD GO WITH 757, AND RETAIN 25% INSTEAD OF Lo%. <br />ATTORNEY COLLINS STATED THAT HE HAS REVIEWED THE PACKAGE <br />AND FELT THAT MR. TESSIER HAS DONE A NICE JOB. <br />MR. ENG COMMENTED THAT ONE THING WILL BE DELETED — THE <br />STANDARD FMHA CONTRACT AT THAT TIME REQUIREDA MINIMUM WAGE STATEMENT, <br />BUT THAT HAS BEEN DELETED AND LEFT OPEN SHOP. HE NOTED THAT THEY <br />NEED THE ADMINISTRATORS SIGNATURE ON THE CONSUMPTIVE USE PERMIT, <br />THE WELL PERMIT. AND THE LETTER OF WAIVER TO THE DER <br />MR. TESSIER STATED THAT HE CONTACTED THE ST. JOHNS RIVER. <br />WATER MANAGEMENT DISTRICT TO ASK HOW WE COULD PROCEED WITH THE <br />PROGRAM AND GET WELL CONSTRUCTION PERMITS AND WAS INSTRUCTED THAT <br />THE COUNTY SHOULD FILE WELL CONSTRUCTION PERMIT APPLICATIONS AND A <br />LETTER REQUESTING THAT THE ST.
