ATTORNEY COLLINS SAW NO REASON WHY <br />THEY CAN T GET IN-KIND CREDIT RATHER THAN CASH CREDIT FOR THOSE IMPACT <br />FEES. <br />THE CHAIRMAN FELT IT IS THE LOGICAL WAY TO GO. <br />MR.
