MAY 7 19 80 aooK 43 PAGE 4?6 <br />ATTORNEY O'NEILL EXPLAINED THAT ABOUT A YEAR AGO, THE <br />EXCHANGE CLUB APPEARED BEFORE THE BOARD WITH A PRESENTATION OF A <br />HOME NEEDED FOR CHILDREN; THE BOARD WAS RECEPTIVE; AND COMMISSIONER <br />LOY AGREED TO WORK WITH THEM IN LOCATING A LAND SITE. HE CONTINUED <br />THAT THE GROUP IS NOW KNOWN AS THE EXCHANGE HOME OF INDIAN RIVER <br />COUNTY, INC., AND THEY HAVE LOOKED AT TEN SITES OF COUNTY -OWNED <br />PROPERTY AND ARE REQUESTING THE REBEL ROAD SITE. ATTORNEY O'NEILL <br />SHOWED AN AERIAL MAP OF THE SITE WHICH DEPICTED GROVES TO THE WEST <br />AND A CANAL TO THE NORTH; THEY ARE REQUESTING THE TWO ACRES CLOSE <br />TO THE CANAL AND HOPE TO USE THE COUNTY EASEMENT, THE REMAINDER OF <br />THE PROPERTY BEING DESIGNATED FOR A FIRE STATION. ATTORNEY O'NEILL <br />REPORTED THERE ARE TWO HOMES TO THE EAST, AND THOSE ARE THE ONLY <br />NEIGHBORS ADJACENT TO THE PROPERTY. HE COMMENTED THAT THE HEALTH & <br />REHABILITATIVE SERVICES HAVE GUIDELINES THAT MUST BE ADHERED TO AND <br />THEY ARE THAT THE SITE SHOULD NOT BE TOO DISTANT FROM THE COMMUNITY, <br />AND THE BUILDING IS TO BE AS "HOMEY" AS POSSIBLE. ATTORNEY O'NEILL <br />FELT THAT HAVING A SITE NEXT TO THE CORRECTIONAL INSTITUTE, OR SOME <br />OTHER SIMILAR -TYPE BUILDING WOULD NOT BE FAVORABLE. HE CONTINUED <br />THAT SOME NEIGHBORS HAVE EXPRESSED OBJECTIONS; THEIR BIGGEST CONCERN <br />IS A FEAR OF CRIMES BEING COMMITTED IN THEIR NEIGHBORHOOD. THE <br />ATTORNEY STATED THEY TRIED TO POINT OUT THIS WILL BE A HOME FOR <br />DEPENDENT CHILDREN - THOSE WHO DO NOT HAVE A HOME TO TO GO - NOT FOR <br />DELINQUENT CHILDREN. HE THEN DISTRIBUTED A COPY OF AN ARTICLE <br />PRINTED IN THE VERO BEACH PRESS .JOURNAL FAVORING THE HOME. ATTORNEY <br />O'NEILL THEN DEFINED "DEPENDENT" CHILDREN AS NEGLECTED, ABUSED, <br />ABANDONED AND UNGOVERNABLE, AS OPPOSED TO "DELINQUENT" CHILDREN. <br />BOBBIE BURDICK, INTERESTED CITIZEN, ASKED WHO WOULD BE <br />PROVIDING FUNDS FOR THE HOME, AND WHO WOULD BE KEEPING UP THE PROPERTY. <br />ATTORNEY O'NEILL ADVISED THAT THE EXCHANGE CLUB WOULD BE <br />RUNNING THE HOME AND HRS WOULD PROVIDE MONEY FOR EACH CHILD PER DAY. <br />HE -CONTINUED THAT HRS HAS CONTROL OF THE CHILDREN AND THEY MUST BE <br />PLACED SOMEWHERE BUT THEY CANNOT SEND THEM TO YOUTH HALL IN ST, LUCIE <br />COUNTY; THE BEST SOLUTION IS FOR THE CHILD TO STAY IN HIS OWN <br />COMMUNITY. <br />10 <br />
