ATTORNEY COLLINS ASKED IF IT WAS MATERIAL TO THE EXCHANGE <br />CLUB WHO OWNS THE BUILDING OR LAND. <br />ATTORNEY O'NEILL COMMENTED THAT THE EXCHANGE CLUB WOULD <br />DO ANYTHING THE BOARD FELT WAS BEST. HE ADDED THAT HRS REQUIRES <br />THAT AN ORGANIZATION RUN THE HOME AND THAT THERE BE AN EXECUTIVE <br />DIRECTOR PRESENT. <br />DENNIS ZAMBATARO, INTERESTED CITIZEN, APPROACHED THE BOARD <br />TO SPEAK IN OBJECTION TO THE HOME. HE OWNS THE FIVE ACRES EAST OF <br />THE PROPOSED HOME SITE ALONG WITH HIS BROTHER-IN-LAW, AND HIS PARENTS. <br />HE ADDED THAT THE EASEMENT THE EXCHANGE CLUB IS PLANNING TO USE IS <br />THE COUNTY EASEMENT WHICH IS ACROSS HIS PROPERTY. MR. ZAMBATARO <br />CONTINUED THAT HE HAD NEVER BEEN INFORMED BY THE EXCHANGE CLUB THAT <br />THEY WERE PROPOSING THIS HOME, AND HE HAS SPOKEN TO OTHER PROPERTY <br />OWNERS, AND SEVERAL OF THEM ARE IN OPPOSITION. HE ADDED THAT HE <br />CONSIDERS HIMSELF A NEIGHBOR TO THAT HOME SITE, EVEN THOUGH IT IS <br />RAW LAND AT THE PRESENT TIME. MR. ZAMBATARO REPORTED THAT MR. WALKER <br />OF THE ZONING DEPARTMENT INFORMED HIM THAT THE PROPERTY IS NOW ZONED <br />R-1, AND TO PUT IN THE PROPOSED HOME WOULD REQUIRE R-3 ZONING. HE <br />CONTINUED THAT HE FELT THE EXCHANGE CLUB IS ASKING FOR PREFERENTIAL <br />TREATMENT TO PAVE THE WAY FOR REZONING. <br />TO REZONE. <br />ATTORNEY O`NEILL INTERJECTED THAT THEY WERE NOT INTENDING <br />ATTORNEY COLLINS NOTED THAT IF THE COUNTY OWNED THE <br />BUILDING, IT WOULD BE A PUBLIC BUILDING WITHIN THE REALM OF SPECIAL <br />EXCEPTION. <br />MR. ZAMBATARO COMMENTED THAT HE FELT HE SHOULD HAVE BEEN <br />NOTIFIED, AND HE STRONGLY OBJECTS TO THE LOCATION. HE HAS SPOKEN <br />TO OTHER DEVELOPERS AND THEY AGREE THIS IS NOT THE BEST USE OF THIS <br />PROPERTY. MR. ZAMBATARO STATED HE WOULD ENVISION MORE OF A COMMERCIAL <br />LOCATION, AS THE AVERAGE RESIDENTIAL HOME DOES NOT HAVE 15 OR ZO <br />CHILDREN LIVING THERE - IT WOULD BE AN ABNORMAL SITUATION IN A <br />RESIDENTIAL AREA, <br />ROLL. <br />COMMISSIONER LOY ASKED IF HIS NAME WAS LISTED ON THE TAX <br />11 <br />aoa 43 PAGE 427 <br />
