MAY 71980 Box 43 PacE 418 <br />P R O C L A M A T I O N <br />WHEREAS, the health and welfare of our citizens are of <br />vital State and local concern; and <br />WHEREAS, the rapid growth throughout the Nation during <br />the past three years has added an ever increasing burden on the <br />hospital and service facilities which strive to keep pace with <br />the tremendous advancements of science and industry; and <br />.,,.
