coax 43 ,.p4cE 484 <br />CHAIRMAN SIEBERT BELIEVED THAT WE HAVE A MORAL RESPONSI- <br />BILITY TO ADMINISTER THE HUD MONEY, AND IF WE SPEND THAT MONEY JUST <br />FOR THE PURPOSE OF SPENDING IT, WE HAVE NOT SPENT WISELY HE DI- <br />RECTED THE ASSISTANT ADMINISTRATOR TO DETERMINE WHETHER OR NOT THE <br />REQUESTED CLERKITYPIST IS NEEDED AND WHAT ADDITIONAL FUNCTIONS ARE <br />NECESSARY WHICH CAN T BE HANDLED BY THE EXISTING STAFF. <br />COMMISSIONER LYONS WITHDREW HIS MOTION, AND COMMISSIONER <br />Loy WITHDREW HER SECOND, PENDING THE RECEIPT OF ADDITIONAL INFORMA- <br />TION FROM THE ASSISTANT ADMINISTRATOR AS DISCUSSED. <br />CHAIRMAN SIEBERT THEN REFERRED TO THE ADDITIONAL COMPEN- <br />SATION FOR THE CHAIRMAN OF THE BOARD WHICH WAS DISCUSSED IN THE <br />MORNING SESSION AND NOTED THAT THE MINUTES INDICATE THAT THE $50.00 <br />ADDITIONAL ALLOWED TO THE CHAIRMAN IS TO BE USED FOR TRAVEL AND <br />OTHER EXPENSES RELATED TO THE CHAIRMAN'S DUTIES. <br />ON MOTION BY COMMISSIONER Loy, SECONDED BY COMMISSIONER <br />LYONS, THE BOARD UNANIMOUSLY AUTHORIZED THE CHAIRMAN TO SPEND UP <br />TO $50.00 PER MONTH FOR TRAVEL AND OTHER EXPENSES RELATED TO HIS <br />DUTIES, PURSUANT TO STATE STATUTES. <br />COMMISSIONER LOY REPORTED THAT THE BOARD NEEDS TO GIVE <br />SOME CONSIDERATION TO SUGGESTED SALARY GUIDELINES FOR THE COMING <br />YEAR SINCE BUDGET SESSIONS SOON WILL BEGIN AND WE ALREADY HAVE HAD <br />A REQUEST FROM ONE CONSTITUTIONAL OFFICER FOR DIRECTION. COMMISSIONER <br />Loy CONTINUED THAT COUNTY EMPLOYEES WERE GIVEN A 6% INCREASE IN <br />OCTOBER OF 1978 AND A 5.5% INCREASE OCTOBER 1, 1979, AND EVERYONE IS <br />AWARE OF THE INCREASE IN THE COST OF LIVING DURING THOSE TWO YEARS. <br />SHE INFORMED THE BOARD THAT LAST YEAR THE CITY OF VERO REACH GAVE <br />THEIR EMPLOYEES 7% AND THE SCHOOL BOARD GAVE THEIRS 8.4%; THE COUNCIL <br />ON WAGE AND PRICE STATISTICS HAS VOTED TO ACCEPT THE PRESIDENTS <br />GUIDELINES TO HOLD TO AN INCREASE OF BETWEEN 7.5% TO 9.5%. <br />COMMISSIONER Loy POINTED OUT THAT WE HAVE ADOPTED THE <br />CODY REPORT ON PERSONNEL GUIDELINES AND EVALUATIONS, AND ONE OF THEIR <br />RECOMMENDATIONS WAS THAT WE SET UP SOMETHING FOR MERIT INCREASES <br />ONCE WE HAD GOTTEN PERSONNEL INTO THEIR CORRECT SALARY RANGES. NO <br />MERIT INCREASES WERE GIVEN LAST YEAR, AND SHE FELT IF WE ARE GOING <br />TO PURSUE THE RECOMMENDATIONS OF THE CODY PLAN, THIS SHOULD BE DONE: <br />THEREFORE, AFTER DISCUSSING THIS WITH STAFF, SHE RECOMMENDED THE <br />
