BOARD CONSIDER GIVING AN 8.5%:COST OF LIVING INCREASE, PLUS A 57 <br />MERIT INCREASE. IN ORDER TO BUDGET AS PROPERLY AS POSSIBLE THE <br />AMOUNT OF MONEY WE WOULD HAVE TO SET ASIDE FOR MERIT INCREASES, <br />SHE RECOMMENDED THAT APPROXIMATELY 2.5% OF THE SALARY BUDGET BE RE- <br />SERVED FOR THIS PURPOSE. SHE EMPHASIZED THAT THE MERIT INCREASES <br />ARE INTENDED TO BE A REWARD FOR THE EMPLOYEE WHO REALLY PRODUCES: <br />EVALUATIONS MUST BE DONE: AND NO MERIT INCREASE WOULD BE OVER 57. <br />ASSISTANT ADMINISTRATOR NELSON INFORMED THE BOARD THAT <br />CODY HAS GIVEN PERSONNEL DIRECTOR DONLON A ROUGH COPY OF THE EVALUA- <br />TION PROCEDURE: ITIS BEING STAFFED RIGHT NOW: AND THEY SHOULD HAVE <br />SOMETHING TO RECOMMEND SHORTLY. HE FELT THE EVALUATIONS, WHICH ARE <br />NEEDED TO JUSTIFY MERIT INCREASES, ACTUALLY WOULD GO ON INTO JUNE <br />AND JULY. <br />FINANCE OFFICER BARTON COMMENTED THAT BUDGETS ARE TO BE <br />SUBMITTED TO HIM BY THE 15TH OF JUNE, <br />INTERGOVERNMENTAL COORDINATOR THOMAS.BELIEVED THAT IF YOU <br />DO NOT HAVE SOME KIND OF MERIT INCREASES, YOU HAVE KILLED THE INCEN- <br />TIVE FOR THOSE WHO WANT TO DO THE WORK. <br />COMMISSIONER LYONS STATED THAT ONE WAY TO WORK OUT MERIT <br />INCREASES IS TO QUARTILE ALL EMPLOYEES - SEPARATE THEM INTO QUARTERS <br />AND RANK THEM AGAINST EACH OTHER. HE FURTHER NOTED THAT UNDER THE <br />QUARTILE SYSTEM, AS HE HAD WORKED WITH IT PREVIOUSLY, YOU COULD <br />NOT CHANGE MORE THAN ONE QUARTILE FROM YEAR TO YEAR. IN OTHER WORDS, <br />THIS WOULD PREVENT YOU FROM TAKING THOSE AT THE TOP QUARTILE AND <br />DROPPING THEM TO THE BOTTOM AND CONTINUALLY MOVING'ALL PERSONNEL IN <br />THAT FASHION. <br />CHAIRMAN SIEBERT FELT THAT WAS A VERY GOOD SUGGESTION, AND <br />IT WAS AGREED THAT SUCH A SYSTEM WOULD MAKE THE DEPARTMENT HEADS <br />SCRUTINIZE THEIR PERSONNEL. <br />ASSISTANT ADMINISTRATOR NELSON COMMENTED THAT ALTHOUGH <br />THE EVALUATIONS CANNOT BE CARRIED OUT AND COMPLETED IMMEDIATELY, THEY <br />WOULD HAVE TO MOLD THEIR SYSTEM TO COMPLY WITH THE BUDGET, AND 000RDI- <br />NATOR THOMAS AGREED THAT IF YOU USE THE QUARTILE SYSTEM, YOU CAN <br />FIGURE OUT THE PERCENTAGES. <br />69 <br />MAY 7 1980 aoK -1,=3.
