:.\eoo rt 43 PAC <br />COMMISSIONER LYONS STATED THAT HE WOULD LIKE TO MAKE THE <br />MAXIMUM MERIT INCREASE MORE THAN 5% AND HAVE SOME FLEXIBILITY BETWEEN <br />THE QUARTILES. <br />CHAIRMAN SIEBERT FELT THAT THE EXCELLENT EMPLOYEE WHO ONLY <br />GETS 8.5% WILL BE HURT AT TODAY'S INFLATION RATE. <br />COMMISSIONER LYONS NOTED THAT HE HAD NOT REALIZED THAT AN <br />8.5% COST OF LIVING INCREASE WAS BEING SUGGESTED IN ADDITION TO THE <br />MERIT INCREASE. THE BOARD CONFIRMED THAT BOTH A COST OF LIVING <br />AND A MERIT INCREASE WERE BEING CONSIDERED. <br />COORDINATOR THOMAS POINTED OUT THAT THE COST OF LIVING <br />RATE WAS 14.7% LAST YEAR, AND NO ONE WILL CATCH UP WITH IT REGARDLESS <br />OF THE MERIT INCREASES. <br />COMMISSIONER LYONS STATED THAT HE STILL FELT THAT IF WE <br />ARE GOING TO STRAIGHTEN OUT THE SALARY PLAN, YOU CANNOT GIVE THE <br />MAXIMUM ACROSS-THE-BOARD BECAUSE ALL YOU DO IS CONTINUE TO BUILD <br />UP THE ONES WHO WERE OVERPAID TO BEGIN WITH, AND HE SUGGESTED THAT <br />POSSIBLY THE ACROSS-THE-BOARD INCREASE SHOULD BE LESS AND THEN MAKE <br />IT UP WITH THE MERIT INCREASE. <br />CHAIRMAN SIEBERT FELT THAT IF AN EMPLOYEE IS WORTH HAVING <br />ON THE PAYROLL, -.HE IS ENTITLED TO THE 8.5%, WHICH IS THE MIDWAY <br />POINT OF THE PRESIDENTS GUIDELINES. <br />COMMISSIONER LYONS AND THE OTHER BOARD MEMBERS PRESENT ALL <br />AGREED THEY WOULD GO ALONG WITH AN 8.5% COST OF LIVING INCREASE, PLUS <br />A MAXIMUM MERIT INCREASE OF 5%. <br />COMMISSIONER Loy POINTED OUT THAT THE SAFEGUARD IN IMPLE- <br />MENTING THE PLAN IS THAT THE 5% MERIT INCREASE MONEY SET ASIDE IN <br />THE BUDGET WILL NOT EXCEED 2.5% OF THE TOTAL SALARY BUDGET. <br />COMMISSIONER LYONS SUGGESTED THAT THE PERCENTAGE FOR MERIT <br />INCREASES BE DIVIDED AMONG THE QUARTILES AS FOLLOWS: 4TH QUARTILE - <br />0%; 3RD QUARTILE - 1%; 2ND QUARTILE - 3%; AND IST QUARTILE - 5%. <br />COMMISSIONER LOY AGREED THAT THE QUARTILE SYSTEM WOULD BE <br />ANOTHER SAFEGUARD TO GUARANTY THAT EFFORTS WILL BE MADE TO GIVE THE <br />MERIT INCREASES ONLY WHERE THEY ARE DESERVED. SHE BELIEVED THAT BY <br />STRESSING THE QUARTILE SYSTEM AND DEFINING THE AMOUNT OF MONEY SET <br />
