12.A.2. CONSIDERATION OF EXTENSION OF TEMPORARY SUSPENSION OF <br />IMPACT FEES <br />Director Keating recapped the Memorandum of July 31, 2009, recalling that on March <br />24, 2009, the Board adopted an ordinance that suspended the collection of five impact fees from <br />April 1St until September 30th. He said the temporary suspension would expire on September <br />30th, 2009, and that the Board needs to make a determination whether to proceed with an <br />extension. Staff recommended extending the temporary suspension for another six months, and <br />if approved today, a Public Hearing would be scheduled for a September meeting, before the <br />expiration date. <br />Commissioner Solari did not believe impact fees were the proper way to promote or not <br />promote growth. <br />ON MOTION by Vice Chairman Flescher, SECONDED <br />by Commissioner Wheeler, the Board, by a 4-1 vote <br />(Commissioner Solari opposed), directed staff to advertise <br />for a Public Hearing to amend the temporary suspension <br />of the Impact Fees Ordinance for another six months, until <br />March 31, 2010, as recommended in the memorandum of <br />July 31, 2009. <br />12.A.3. CONSIDERATION OF 2009 IMPACT FEE UPDATE REPORT <br />Director Keating reviewed the August 11, 2009 Memorandum, and through a Power <br />Point presentation, briefed the Board on the history, traffic impact fee formula, impact fee rate <br />schedule, and 2009 Impact Fee Report spreadsheet. <br />MOTION WAS MADE by Commissioner Solari, <br />SECONDED by Commissioner O'Bryan, to approve the <br />30 <br />August 18, 2009 <br />
