Rever, Planning and Zoning Director <br />SUBJECT: Proposed School Site - South of Oslo Road <br />This department has, as requested by the Board of County Commissioners, <br />been asked by the County Administrator to review the proposed school <br />site and to respond with comments and recommendations. The following <br />report is this department's analysis of the site located off of 18th <br />Avenue between 11th and 13th Streets. <br />The zoning of the property in question is R-1 residential as are the <br />surrounding parcels and lots. This zoning classification permits schools <br />as a special exception after site plan approval. Some general character- <br />istics of the property include a relatively flat terrain ranging from <br />23-25 feet Mean Sea Level. Vegetation is limited to primarily pine trees <br />with some cabbage palms, palmettos and other assorted flat wood shrubs. <br />Surrounding land uses consist of some sporadic scattered homes with the <br />predominance of surrounding properties being vacant. There does not <br />appear to be any major wet areas on the property, and a review of the <br />Flood Insurance Maps indicate that none of the property is within a de- <br />signated flood plain. Generally, the site would appear to be suitable for <br />this proposed use. R <br />In terms of the staff's current efforts, the preliminary planning was <br />towards recommending that this tract be developed into a community/ <br />neighborhood parkin the upcoming Comprehensive Plan. The staff does an- <br />ticipate the need for more recreational facilities in this area as growth <br />continues. The development of'a school on this site could, of course, <br />still provide for recreational facilities as called for in the.Comprehensive <br />Plan. Cooperative utilization of the facilities is a standard procedure <br />in most communities, and the staff will be encouraging this approach in <br />the future. However, another consideration is the long-range educational <br />and recreational needs of the southeast portion of the county. It should <br />be noted that the General Development - Vero Highlands Master Plan does <br />provide for an 18 acre elementary school site as well as several park sites. <br />It is the staff's feeling that dedication of these sites to the county <br />could potentially be negotiated, and as such possibly have a bearing on the <br />2121 14 It" AVE. <br />DAVID M.
