In any event, <br />it is recommended that there should be a memorandum of agreement or some <br />other suitable instrument to stipulate the availability and terms for using <br />school facilities as county wide recreational centers. The designated <br />school site in Vero Highlands is approximately 4000 lineal feet south and <br />east of the 18th Avenue site, with the existing Citrus School being approxi- <br />mately 4800 lineal feet,to the northwest. In this regard the staff feels <br />there is a need to consider the long-term prospects for the overall south <br />county needs. Care should be taken to insure that a determination is made <br />as to the most suitable location for an elementary school as well as an <br />analysis of whether another elementary (or secondary) school site will be <br />needed for future growth. <br />Further, it is felt that considerable additional study will need to be <br />undertaken in terms of the overall transportation needs. In the preliminary <br />Transportation Plan now being developed, the eventual need for collectors <br />is cited along the 20th Avenue and Kelly Road corridors. Problems are <br />anticipated in providing for adequate roadways in that there is no current <br />means to provide for a direct alignment on 20th Avenue. In the case of Kelly <br />Road, there is the added consideration that the road right-of-ways are split <br />with a drainage canal in the middle. Thus careful consideration should be <br />given these matters in regard to any improvement plan. Staff will be pre- <br />pared to discuss this further. <br />Finally, in conjunction with the transportation provisions, recent occur- <br />rences have shown the advisability of planning for bikeways in conjunction <br />with public facilities, particularly in the case of an elementary school. <br />Staff would strongly urge that provisions for bike paths be included as an <br />integral part of any future roadway improvement program which may be approved. <br />Concurrent development of a collector route with a related bike path would <br />seem to be the most cost effective and practical means of proceeding. The <br />development of major facilities are of considerable impact on the surrounding <br />community. One of those impacts is the necessity to provide adequate vehicle <br />and pedestrian access. It is recommended that the developers, in this case <br />the School Board, should be required to assume responsibility for improving <br />or building all transportation access to the intended facility., <br />It is also recommended that some consideration be given to the anticipated <br />availability of utility services in these areas. The provision of public <br />water and sewer is of course the most desirable approach for an intensive <br />use such as an elementary school. <br />DMR: jt <br />Enclosure <br />
