<br /> <br />Commissioner Davis liked what they are trying to do, the incentive approach vs a mandate. He <br />did not want this to be a handout and did not want to restrict anyone from living the American Dream. He <br />felt that if they do not allow some type of appreciation it will, in the future, create a slum. <br /> <br />Lengthy discussion ensued regarding a 3% appreciation cap, limiting property to affordable/ <br />workforce housing, and problems that could go on for years if certain restrictions are not in place. <br /> <br />Mr. Joseph <br />To Commissioner Bowden’s question of what is the going rate per square footage, <br />Paladin <br /> responded that it was perhaps $85.00 to $90.00 dollars a foot without the lot. <br /> <br />The Chairman opened the public hearing. <br /> <br />Mr. Paladin, <br />Developer,thought no one was really wrong but the original basis for doing this is <br />to keep small lot subdivisions out of the hands of big developers who could come in and try to circumvent <br />some of the County’s ordinances. He agreed with Commissioner Davis’ comments regarding slum <br />communities. He believed affordable housing would attract a better workforce and better clean <br />industries. He asked the Board to adopt the Ordinance. <br /> <br />Bob Johnson <br />, Coral Wind Subdivision, wanted to know where in the proposal were the <br />guidelines that reflected the buffering between existing subdivisions. <br /> <br />Director Boling provided the information and explained the different types of buffering <br />requirements that could be done and would not use a lot of lot depth. <br /> <br />AUGUST 22, 2006 41 <br /> <br />
