�U 43 PAGE 704 <br />PLANNING DIRECTOR REVER PRESENTED THE FOLLOWING MEMO <br />TO THE BOARD IN REGARD TO SELECTION OF A CONSULTANT TO ASSIST <br />WITH THE COMPREHENSIVE PLAN: <br />DEPARTMENT <br />June 4, 1980 <br />MEMO <br />TO: Board of County Commissioners <br />FROM: David M. Rever, Planning & Zoning Director <br />SUBJECT: Selection of consultant for development of Comprehensive Plan <br />and the ordinances for implementation <br />Since your last meeting proposalshave-been received from all four of the <br />consulting firms to whom..request-for...proposais.were sent, These proposals <br />have been reviewed by..the Planning staff and_.the selection committee ap- <br />pointed by the Board, consisting of Alma Lee Loy,.Commissioner, George <br />Collins, County. Attorney, '.and myself... <br />In the review consideration ^was given.to (1) the qualifications of the per- <br />sons presented; (2) understanding the, scope to be performed 'as expressed <br />through the detail, of material submitted for review; (3) -provision of the <br />specific items requested in the RFP, such as a project schedule, an estimate <br />of cost by task and a breakdown of task responsibilities between partici- <br />pating parties; (4) the ability to meet the compressed time schedule as <br />determined by discussion with presenters and assessment of the number of <br />staff available for this job; and (5) costs, which were not 'easily comparable <br />due to each firms approach or philosophy_ regarding this -matter, However, <br />enough information was given to ascertain a general upset, -.limit for all tasks, <br />This limitation would be approximately $35,000.,., <br />The recommendation of the sel ection 'corram ttee is that: it be authorized to <br />negotiate with the firm -of RMBR, Inc. in.association with Post, Buckly, <br />Schuh & Jernigan, Inc. These negotiations would include the restructuring <br />of scope of services in terms the planning approach recently approved by the <br />Board of County Commissioners and the members of the Planning and Zoning <br />Commission, as well as the fees to be charged and the timing of the project. <br />The remaining proposals were ranked as follows: <br />Reynolds, Smith and Hills <br />Adley Associates <br />Bair Abernathy Associates <br />In the event that negotiations are stalled with the first firm selected, the <br />committee asks that it further be authorized to negotiate with the other firms <br />in order of their presentation here. <br />DMR: j t <br />0AV10 PA REVER • DIRECTOR <br />2121 14TH AVE.
