Liner, Utilities Director <br />SUBJECT: Problem Report of South County Water System <br />DATE: June 4, 1980 <br />On 5/22/80 the Permutit Water Softening Unit failed in <br />the old Mid -Florida Treatment Plant. The filter had allowed <br />media particles to spread into the water mains and clog meters <br />and faucets. This had to be flushed from the systema From <br />that time we have been exclusively on Vero Beach water. The <br />attached sheet shows the comparison of purchased water, produced <br />water and totals starting with May 1. <br />Previously, at meetings with Vero Beach and in discussions <br />of the "Interlocal Agreement" we appealed to avoid the high <br />cost of water, the penalty, and remove the moratorium as <br />required by the presently existing agreement between Indian <br />River County and Vero Beach. The climate of the discussions <br />appeared to be that since we are on schedule to obtaining <br />our new treatment system, the purpose of the penalty and <br />moratorium as an incentive no longer applies. As d result, <br />I forwarded a letter to the City Manager, dated 5/19/80, <br />requesting to expedite this relief. Before they could do <br />anything, our treatment plant failed and I sent the second <br />letter indicating the urgency of the situation on 5/23/80. <br />Last night, the item was on the Vero Beach agenda, but <br />was flatly turned down. The discussion had three themes: <br />1. It should not have been me making this _request, but the <br />.Board of Commissioners. <br />2. This request would void certain portions of the existing <br />agreement. <br />3. Since the County has just recently raised the rates, the <br />agreement charges of 80� per thousand for the first 200 <br />thousand gallons and $1.40 per thousand for usage over <br />200 thousand will not be a problem! Furthermore, the <br />County does not have the cost of water treatment. <br />4. If the economics were such that repair of the Permutit <br />unit is not feasible, they will take that into consideration <br />if we exceed 300 thousand gallons per day becuase of the <br />emergency. <br />Since we are on only city water, the complaints of the <br />particles, the color and the quality have ceased. <br />107BOOK 4 `pcE 7 <br />JUN 419 <br />
