JUN 419 O aooK 43 PAGE 7i0 <br />There are several alternatives open as to which way we <br />head: <br />1. Repair the Permutit units again. This was done about a <br />year ago at a cost of about $9,000.00. The result was <br />still poor water and complaints and the eventual failure <br />of the treatment units. At best, it is an antiquated <br />treatment method that is no longer allowed for public water. <br />I believe the cost of the lost media and refurbishment will <br />be much more than it cost before. <br />2. Continue as we are now, but officially appealing that bulk <br />rates averaging over double the North County bulk rates <br />are excessive and discriminatory. I presume that rates <br />on the order of 60 to 75 cents per thousand would probably <br />cover the pumping costs to South County and pay the city <br />for the added load on their treatment. This would have <br />to be determined by the utility rate audit yet in process <br />and have to be negotiated, retroactively. <br />3. We have the possibility of a Franchisee furnishing all the <br />water the County requires on an emergency basis. We envision <br />that this source would supply water that will reduce (or <br />possibly avoid.completely) the water to be purchased from <br />Vero Beach for South County. I cannot give all the details <br />at the present time but should have further information <br />as to how this can be accomplished in about a week. <br />4. Attempt to speed up the sequence for getting the new South <br />County Water Plant installed and on line. The present <br />failure problem emphasizes the need to get the system to <br />avoid dependence on Vero Beach with its severe penalty. <br />I recommend that we avoid repair of the Permutit units <br />on such a temporary basis.
