JUN 4190 <br />8e0f43 - Pni 616 <br />PLANNER REVER REPORTED THAT STAFF DID NOT FEEL IT IS <br />ALIGNED IN THIS PARTICULAR AREA AND THIS INDICATES THAT THE GROWTH IS <br />COMING AND IS IN THE AREA; THAT IS, TAKE IT OUT OF THE 43RD AVENUE <br />AREA AND GENERATE IT TO THE SUBJECT PROPERTY. <br />COMMISSIONER LYONS COMMENTED THAT HE WAS SURE THE MERCHANTS <br />IN THE 43RD AVENUE AREA WOULD ENJOY THAT. <br />BENJAMIN F. BAILEY, III,' APPROACHED THE BOARD AND NOTED <br />THAT MR. REVER HAS GONE OVER THE GROWTH OF INDIAN RIVER COUNTY AND <br />FELT THE BOARD WAS AWARE THAT THE COUNTY IS GROWING TO THE WEST. HE <br />CONTINUED THAT THE BOARD DESIGNATED THIS AREA TO BE COMMERCIAL IN ITS <br />MASTER PLAN. MR. BAILEY STATED THAT THE GROVE IN QUESTION HAS BEEN <br />IN HIS FAMILY SINCE 1942 AND WAS PRODUCING AT THAT TIME,BUT NOW THE <br />GROVE IS AT THE POINT WHERE IT IS ECONOMICALLY UNFEASIBLE TO REPLANT. <br />HE ADVISED THAT RALPH SEXTON IS A PROPONENT OF AGRICULTURAL LANDS, <br />AND HAD SAID'THI.S WAS NOT PRIME CITRUS AREA, MR. BAILEY REPORTED <br />THAT THERE IS A POND AREA IN THE SOUTH PORTION THAT WOULD BE EXPENSIVE <br />TO FILL IN, AND FOR THOSE REASONS WAS NOT WILLING TO REPLANT THIS <br />GROVE. HE FELT HITS REQUEST WAS TIMELY, REASONABLE, AND THAT THE COUNTY <br />HAS THE POPULATION OUT IN THAT AREA TO SUPPORT IT. MR. BAILEY STATED <br />THAT WHAT HE WOULD LIKE TO DO IS PUT IN A NEIGHBORHOOD SHOPPING AREA <br />IN THE SOUTH PORTION OF HIS PROPERTY; A LOT OF PEOPLE HAVE WANTED TO <br />BUY THIS PROPERTY BUT HE DID NOT WANT TO SELL IT AS HE WOULD LIKE <br />TO KEEP IT IN THE FAMILY. HE COMMENTED THAT HE DOES NOT LIKE STRIP <br />SHOPPING CENTERS, SUCH AS THE WINN-DIXIE/ECKERD APPROACH; HE WOULD <br />LIKE TO DO A SHOPPING CENTER SUCH AS THE ONE IN WEST PALM BEACH <br />ON PGA BOULEVARD WHICH HAS A WOOD AND STONE "LOOK" THAT BLENDS IN <br />NICELY WITH THE SURROUNDINGS. MR. BAILEY REPORTED THERE ARE TWO <br />BANKING INSTITUTIONS, TWO HIGH QUALITY FOOD CHAINS,AND ONE DRUG <br />STORE CHAIN THAT WOULD LIKE TO BE IN THIS SHOPPING CENTER; AND HIS <br />REQUEST IS FOR THE 620' ON ROUTE 60 AND 1250' NORTH ON KINGS HIGHWAY. <br />HE THEN PROPOSED A 100' BUFFER ON THE NORTH AND SOUTH, A LANDSCAPED <br />AREA AT RAMONA PARK, AND A BUFFER ON ROUTE 60. MR. BAILEY SAID HE <br />UNDERSTOOD THE CONCERNS OF THE PEOPLE AND FELT STRONGLY THAT WHOEVER <br />GOES OUT THERE IS GOING TO SET THE TONE OF DEVELOPMENT. HE ADDED THAT <br />
