The Board, staff, and Mr. Reinhardt continued to voice their concerns and <br />suggestions about monitoring and controlling the traffic. <br />The Board and Mr. Cascone discussed how the three-month evaluation period <br />would impact Imagine Schools' construction plans. <br />Commissioner Flescher opposed the Motion, stating that the school had already <br />agreed to control the traffic and we were now asking for a three-month assessment which would <br />delay the project. Additionally, the Motion did not require the letter of credit. <br />Commissioner Wheeler conveyed his support for neighborhood schools, including <br />Imagine Schools. He believed that if the queue is kept on site, and things are working, the <br />school would receive unanimous approval to move forward. <br />Mr. Mills asserted that Imagine Schools could handle the queuing of the students, <br />but he was disconcerted by the uncertainty of putting Imagine Schools before another public <br />hearing, at which more stipulations could be added. <br />Further discussion continued as Board members debated on the best method to <br />proceed; whether or not Code Enforcement could effectively control any traffic problems; and <br />whether or not to impose the three-month delay. <br />Commissioner O'Bryan asked Commissioner Wheeler if he wanted to add to his <br />Motion, that upon the successful demonstration that Imagine Schools could queue all traffic on <br />site, the County would waive the requirement for construction of a left turn lane. <br />Attorney Collins advised the Board that it could not bind a future commission to <br />such an action. <br />25 <br />September 16, 2008 <br />
