Attorney Barkett asked the Board to let the school finish building the school; to <br />issue citations if traffic is not kept satisfactorily off of 4th Street; to have the school post the <br />bond, if it is deemed necessary; and to have the school post a traffic control officer on site. <br />Vice Chairman Davis advised that he was going to vote against Commissioner <br />Wheeler's Motion so he could make his own Motion. <br />The Chairman CALLED THE QUESTION and by a 2-3 <br />vote (Commissioners Bowden, Davis, and Flescher <br />opposed) the Motion failed. The Board denied (1) to not <br />allow a left turn into the school; (2) to require a traffic <br />officer; and (3) to keep all traffic and stacking onsite and <br />monitor it for a period of three (3) months (minimum, to <br />see if there is a need for the left turn lane. <br />MOTION WAS MADE by Vice Chairman Davis, <br />SECONDED by Commissioner Flescher, for discussion, <br />(1) to have Imagine Schools to post the $350,000 bond for <br />the construction of the left turn lane on 4th Street and to <br />not permit left turns into the school until the left turn lane <br />is constructed; (2) to have an officer on-site to control <br />traffic; and (3) to have the Sheriff's Department impose <br />traffic citations on Imagine Schools should stacking occur <br />on 4th Street. <br />A brief debate ensued among the Commissioners, regarding whether or not the <br />traffic restriction was enforceable by the Sheriff's Department. <br />The Chairman CALLED THE QUESTION, and the <br />Motion carried by a 3-2 vote (Commissioners O'Bryan <br />26 <br />September 16, 2008 <br />
