on consultants re -doing the Report, maybe they should spend some money to get the numbers <br />right for the County, and take a year to do it. The other was the suggested moratorium, which he <br />did not think would work. He alluded to the Country's economic woes, and felt some bold steps <br />are needed, to be followed up by specific actions. <br />Bruce Smith, local builder, added to concerns about the economic climate. He <br />believed we could get the money elsewhere than from impact fees, and the County should do <br />what it could to get things moving. He made a point that big builders bring in labor and do not <br />buy locally. <br />Kirk Swanson, representing Treasure Coast Builders with their impact fee issues, <br />thought the real focus is, as opposed to taking a rock -based arbitrary discount fee, ensuring that <br />the report is accurate, and taking a look at the components within the reports. He gave examples <br />of trip length adjustments and rate decreases, and recommended that the Board look at the <br />components in the fees. He added that the State is offering incentives to reduce fees and the <br />County should take advantage of this. <br />There were no other speakers and the Chairman closed the public input session. <br />Mr. Leftwich in closing, stated that he did not endorse having a total survey of <br />everything, but suggested, if there are certain areas that the Board wanted to accomplish on <br />industry or commercial, they could look at it as an incentive to help, or to look at industry for <br />example, then that would be something to lower the trip length which in turn would lower these <br />rates. <br />Chairman Bowden and Commissioners digressed to contemplate a date for a <br />special call meeting on Mining Moratorium, and came to a CONSENSUS of Monday, October <br />6, 2008, at no set time. <br />September 17, 2008 16 <br />Public Workshop <br />
