THIS, THEREFORE, WILL BE DONE AT THE OLD <br />EXEMPTION SCHEDULE,AND THE NOTICE THAT GOES OUT WILL BE SO MARKED. <br />IF THE NEW EXEMPTION IS PASSED, AN ADJUSTMENT WILL BE MADE ON THE <br />FINAL ROLL. <br />CHAIRMAN SIEBERT STATED THAT AS AN EDITORIAL COMMENT, HE <br />BELIEVED THIS IS THE MOST RIDICULOUS PIECE OF LEGISLATION THEY HAVE <br />COME UP WITH YET. IT HAS THE POSSIBILITY OF BANKRUPTING A LOT OF <br />SMALL COMMUNITIES IN THIS COUNTY, AND IT ALSO HAS THE EFFECT OF <br />PLACING A TREMENDOUS BURDEN ON AGRICULTURAL, COMMERCIAL AND VACANT <br />LAND OWNERS, WHO WILL BE CARRYING THE TAX LOAD. <br />CITY MANAGER LITTLE AGREED WITH MR. SIEBERT. HE ASKED IF <br />THE EXEMPTION PASSES ON THE BALLOT, IF THE PROPERTY APPRAISER WOULD <br />THEN CERTIFY A NEW MILLAGE WHEN HE SENDS THE TAX ROLLS OUT TO BRING <br />IN THE SAME AMOUNT OF INCOME THAT THE APPROVED BUDGET FORECASTED TO <br />COME IN FROM AD VALOREM TAXES. <br />MR. LAW STATED THAT WAS CORRECT - WHEN YOU ADOPT YOUR <br />BUDGET, YOU ARE LOCKED INTO THAT AMOUNT OF DOLLARS, AND WHEN THE <br />EXEMPTION`PASSES, IT WILL JUST MEAN RESHUFFLING BETWEEN THE PAYERS <br />TO COME UP WITH THE SAME AMOUNT OF TAX DOLLARS. <br />COMMISSIONER LOY ASKED WHAT DO WE LOOK FOR AFTER WE HAVE <br />GONE THROUGH THE PROCEDURE AND GOTTEN UP TO SEPTEMBER 30TH AND ARE <br />OPERATING ON A FINAL INTERIM BUDGET: IN OTHER WORDS, SO WE CAN SPEND <br />MONEY AND COLLECT MONEY. <br />MR. LAW INFORMED HER THAT THIS SHOULD BE YOUR FINAL BUDGET. <br />IF WE KEEP THIS SCHEDULE, YOU WILL BE ADOPTING YOUR FINAL BUDGET <br />FOR 1980-81 AND YOU WILL BE OPERATING ON IT. <br />COMMISSIONER LOY NEXT INQUIRED WHEN THE FINAL TAX ROLL <br />WOULD BE COMPLETED WHERE EVERYONE THEN PAYS THE DIFFERENCE OR GETS <br />REFUNDS. <br />= 35 r <br />711 <br />
