JUL 3 01980 <br />BOOK 44 PAcE 168 <br />COMMISSIONER Loy COMMENTED THAT IN THE BOARD'S HASTE TO <br />INDICATE THAT LAW ENFORCEMENT DOES CARRY PRIORITY IN INDIAN RIVER SHE <br />KNEW THAT SHE, FOR ONE, NEGLECTED TO PAY TOO MUCH ATTENTION TO ALL <br />THAT WAS INVOLVED IN LAW ENFORCEMENT. SHE, THEREFORE, TALKED WITH <br />THE SHERIFF AND REQUESTED THAT HE PUT TOGETHER SOME FIGURES TO BRING <br />TO THE BOARD THAT WOULD INDICATE THAT WE WERE STAYING WITHIN THE <br />GUIDELINES WE HAD ESTABLISHED EARLIER OF 8.5% COST OF LIVING WITH A <br />MAXIMUM OF 2.5% TO BE SPREAD AS MERIT INCREASES. SHE CONTINUED <br />THAT SHE STILL IS IN FAVOR OF THE SPECIAL RISK PEOPLE IN LAW ENFORCE- <br />MENT RECEIVING THE 13.5%. <br />SHERIFF JOYCE REVIEWED THE FIGURES FOR THE PROPOSED SALARY <br />CHANGES AND INFORMED THE BOARD THAT HE HAS 33 REGULAR RISK EMPLOYEES <br />FOR WHOM THE SALARIES NOW HAVE BEEN FIGURED AT 11.5%, WHICH WILL BOIL <br />DOWN TO A DIFFERENCE OF ABOUT $6,200, PLUS THE FICA, ETC. THE SHERIFF <br />STATED THAT HE WILL NOT ARGUE ABOUT THIS CHANGE, BUT HE DID NOT <br />APPRECIATE THE REMARKS MADE BY OTHER PEOPLE WHO ARE NOT INVOLVED IN <br />THE SHERIFF'S OFFICE. HE NOTED THAT HE HAS NEVER MADE REMARKS ABOUT <br />ANYONE'S SALARY AND POINTED OUT THAT HE WAS THE ONE THAT CALLED THE <br />GROUP TOGETHER TO ASK FOR GUIDELINES FOR SALARY INCREASES. HE INFORMED <br />THE BOARD THAT HE DID NOT GET A SPECIFIC LETTER EXPLAINING THE GUIDE- <br />LINES AND DID NOT UNDERSTAND ALL OF IT; SO, HE WENT FOR 13.5% ACROSS <br />THE BOARD. HOWEVER, IF THIS IS THE WAY THE COUNTY COMMISSION WISHES <br />IT TO BE, HE WOULD ACCEPT THE 11.5% EVEN THOUGH IT SEEMS HIS DEPARTMENT <br />NEVER GETS WHAT THE OTHERS GET. <br />CHAIRMAN SIEBERT STATED THAT HE IS NOT AT ALL CRITICAL OF <br />WHAT THE SHERIFF DID AND FELT HE SHOULD HAVE BEEN NOTIFIED OF THE <br />GUIDELINES DIRECTLY SINCE HE HAD WRITTEN AND ASKED FOR SPECIFIC GUIDE- <br />LINES. HE CONTINUED THAT HE APPRECIATED THE SHERIFF'S ATTITUDE. <br />SHERIFF JOYCE POINTED OUT AFTER THE CODY REPORT WAS MADE, <br />OTHER OFFICES PUT THEIR EMPLOYEES INTO THE PROPER RANGES AND INCREASED <br />SALARIES ACCORDINGLY, BUT THIS WAS NOT DONE IN HIS DEPARTMENT. HE <br />FELT HIS PEOPLE IN THE REGULAR RISK CATEGORY WILL ACCEPT THIS CHANGE <br />THOUGH THEY WILL BE DISAPPOINTED. <br />7M <br />
