Chairman Wheeler was interested in obtaining more facts about using ocean <br />outfall for brine disposal. Director Olson stated that staff had considered this and <br />concluded that desalination was not the path to take at this point, but this may change in the <br />future. Responding to Chairman Wheeler's request, Director Olson stated he would do an <br />in-house data analysis, in conjunction with St. Johns River Water Management District, of <br />utilities that are currently utilizing ocean outfall for their brine disposal. <br />MOTION WAS MADE by Commissioner O'Bryan, <br />SECONDED by Commissioner Davis for discussion, to <br />approve staff's recommendation for the construction <br />easement. <br />Vice Chair Bowden wanted to know if mandating an independent baseline study <br />could be incorporated into the Motion. Commissioner Davis agreed with the importance of <br />having the study. County Attorney Collins pointed out that since the Motion was strictly <br />for approval of a construction easement, Vice Chair Bowden's point could be better <br />addressed on the next agenda item (11.J.4.). <br />Chairman Wheeler supported the construction easement, but would like a better <br />comparison between the Spoonbill Marsh Project and offshore brine disposal. <br />The Chairman CALLED THE QUESTION and the Motion <br />carried unanimously. The Board approved: (1) Work Order <br />No. 21 with Masteller, Moler, Reed & Taylor, Inc. <br />(MMRT) in the amount not to exceed $750.00 to provide <br />survey services for the Spoonbill Marsh Temporary <br />Construction Easements of Grand Harbor site for <br />September 18, 2007 48 <br />
