AMENDMENT NO. 5 TO WORK ORDER No. I WITH ECOTECH <br />CONSULTANTS, INC. <br />Erik Olson explained that this particular request was strictly to incorporate <br />structural components into the design for Spoonbill Marsh. <br />A brief discussion ensued among the Commissioners and Director Olson <br />regarding the independent study that the Board had requested under item 11.J.3 at today's <br />meeting. Director Olson recommended that the Board set that item aside, as it was not <br />pertinent to the subject under consideration (under Item 11.J.4.). He clarified that his task <br />was: (1) to provide in one week, a staff driven, in-house analysis of ocean outfall; and (2) <br />to return to the Board with a mechanism that ensures an independence with respect to the <br />analysis of data as the Spoonbill Marsh project is monitored. <br />Director Olson responded to Vice Chair Bowden's inquiry regarding the increased <br />cost for the project. <br />It was noted, for the record, that the contract amount now includes design services <br />for structural and electrical components. <br />September 18, 2007 49 <br />
