AUG 13 1984 <br />B06K .44 PAGE 249 <br />The development will not be able to proceed to a point of <br />C.O. unless the developer submits utility plans which are app- <br />roved by the county, pays the impact fees, get the DER permit,,, <br />builds the system to specs, passes the pressure tests and <br />disinfection tests, and dedicates the internal system to the <br />county - complete with as-builts. The DER permit will be <br />approved subject to completion and operation of the water <br />treatment plant. <br />The county would not be at any disadvantage to agrc2 to <br />the proposal of Reuter's letter. THE ATTORNEY FELT, FROM <br />HIS VIEWPOINT, IT WAS PREMATURE FOR THE COUNTY TO MAKE ANY COMMITMENT <br />PRIMARILY OUTSIDE THAT AREA AS THE COUNTY DOES NOT WANT TO JEOPARDIZE <br />THEIR GRANT FUNDS OR THEIR LOAN FUNDS. <br />COMMISSIONER LYONS STATED THAT IT LOOKS AS THOUGH THE WATER <br />SYSTEM WILL BE IN OPERATION SOME TIME IN 1982, AND IF THE COUNTY WAS <br />GOING TO THINK ABOUT THE POSSIBILITY OF SERVING MR. REUTER, MUST SET <br />A TERRITORIAL LINE. <br />UTILITIES DIRECTOR LINER COMMENTED THAT THE KEY TO THE <br />SITUATION IS THAT WE DO NOT KNOW WHAT THE PLAN FOR DEVELOPMENT IS AT <br />THIS TIME, AND UNTIL THAT IS KNOWN, A DECISION CANNOT BE MADE TO <br />COMMIT THE COUNTY. <br />COMMISSIONER LOY FELT THERE MAY NOT BE EXACT BOUNDARIES <br />AS FAR AS SERVING WATER; HOWEVER, THERE ARE EXACT BOUNDARIES AS FAR <br />AS THE TAXING DISTRICT IS CONCERNED. SHE ADDED THAT EVERYTHING HAS <br />BEEN PREDICATED ON THAT EXACT AREA, AND SHE DID NOT FEEL THE BOARD HAS <br />ENOUGH INFORMATION TO KNOW IF WE CAN GO OUTSIDE THAT DISTRICT. <br />COMMISSIONER LOY NOTED THAT THE BOARD WILL FIND THE WATER THERE IS <br />A PRECIOUS COMMODITY, AND MAY NOT HAVE ENOUGH TO SERVICE THE DISTRICT <br />THAT PAID FOR THE ENGINEERING STUDY TO DO IT.
