HE BROUGHT UP THE PROPOSED IN- <br />CREASE OF THE HOMESTEAD EXEMPTION AND THE EFFECT IT COULD HAVE ON <br />TAXING DISTRICTS, POSSIBLY EVEN NECESSITATING RAISING THE MILLAGE <br />CAP TO OBTAIN THE OPERATING DOLLARS, <br />MAYOR FLOOD WAS OF THE OPINION THAT IT WOULD HAVE A VERY <br />LARGE EFFECT ON SEBASTIAN'S AD VALOREM REVENUES. <br />COMMISSIONER SIEBERT FELT WE SHOULD TAKE A MINUTE TO THANK <br />MAYOR FLOOD FOR HIS EFFORTS IN A VERY DIFFICULT PERIOD OF CHANGE AND <br />FOR BEING ABLE TO GET ALL THIS ACROSS TO THREE SEPARATE, INDIVIDUAL <br />AND INDEPENDENT FIRE DEPARTMENTS WHICH WAS REALLY A ROUGH JOB. <br />MAYOR FLOOD BELIEVED IT WILL BE WORTHWHILE. HE CONTINUED <br />TO DISCUSS THE BUDGET. <br />COMMISSIONER SIEBERT ASKED IF THERE IS ANY CONTINGENCY <br />RESERVE IN THE BUDGET AT ALL. <br />MAYOR FLOOD STATED THAT IT IS JUST ENOUGH FOR OPERATIONS; <br />THEY CUT EVERYWHERE THEY COULD. <br />COMMISSIONER SIEBERT SUGGESTED THAT IF THE 1/2 MILL WERE <br />TO RAISE MORE THAN THE BUDGET, THAT WE PUT A RESERVE IN HERE. <br />MAYOR FLOOD ASKED WHETHER THEY COULD COME BACK TO THE <br />BOARD IN THE EVENT THEY SHOULD RUN INTO UNEXPECTED TROUBLES, SUCH <br />AS A BLOWN ENGINE, AND RUN OUT OF MONEY. <br />COMMISSIONER SIEBERT DOUBTED THAT ANY BOARD WOULD VOTE <br />TO LET THE FIRETRUCKS SIT IN THE BARNS, AND THE OTHER BOARD MEMBERS <br />AGREED. <br />COMMISSIONER WODTKE POINTED OUT THAT THE ENTIRE BUDGET <br />ONLY ALLOWS $800.00 FOR MISCELLANEOUS, OR WHAT YOU MIGHT CALL CON- <br />TINGENCY RESERVE. HE EXPRESSED CONCERN ABOUT WHAT THEY WILL USE <br />TO OPERATE THE FIRST THREE MONTHS OF THE FOLLOWING BUDGET YEAR <br />BEFORE THE TAX MONIES START TO COME IN. <br />COMMISSIONER SIEBERT FELT THAT IS ANOTHER REASON WE SHOULD <br />TAX THE FULL 1/2 MILL, AND IF THERE IS ANY EXTRA, IT SHOULD BE PUT <br />23 <br />Box 4 PArA43 <br />AUG 141980 <br />
