r <br />IITVESTIGATICN: August 25, 1Q80 I personally inspected the park. <br />��pp <br />'.•Thile there I spoke with a group of neign%orho 4 PAuE523 <br />SEP 101960 youths, then visited the home of Mr. Odgen Merrill <br />(the author of the letter to Chairman Siebert) and <br />the home of Mr. Russell Hockman. Both the Merrills <br />and the Hockmans live around the lake. <br />The youths confirmed Mr. Merrill's description <br />of the happenings, plus added a story about someone <br />water skiing on this 4 acre pond. <br />Mr. Merrill was away on business, but.Mr. Merrill <br />confirmed the activities at the lake. She also stated,. <br />that "Things have been much quiter since the County- <br />posted a "swimming not authorized, by order of the <br />Board of County Commissioners" aign and the increased <br />surveillance of the lake area by the Sheriff's Dept." <br />Mr. and Mrs. Hockman, when interviewed at their <br />home also confirmed the above. <br />SUGGESTIONS: <br />1. The lake currently does not have a State Hermit <br />as a "natural public bathing place." <br />To obtain and maintain such a permit would be <br />extremely costly for such a limited size facility. <br />It would be of dubvious benefit to the neighborhood <br />and other County taxpayers. <br />(State requirements for this type permit attached) <br />2. Posting signs citing IRC Ordinance 79-22 should <br />discourage the "beer parties" and encourage the <br />Sheriff's Department to disperse these groups and <br />enforce the law. <br />3. An ordinance banning the operation of any fossil <br />fueled device or vessel in lakes of under 20 acre size <br />owned by the county would eliminate the boating problem <br />here and at other parks. <br />4. "No Parking" signs posted along the west shore <br />(33rd Avenue) would allow the Sheriff's Department <br />to keep that area clear. <br />5. With "No swimming authorized", "No Al4ol Allowed", <br />and "No fossil powered boats allowed in the lake", <br />there will be no need to be concerned about cars <br />parking on the beach at the north end, and no need for <br />a streetlight, since there will be no one there, save <br />for an occasional fisherman. <br />6. There presently is no law preventing a horse from <br />being in a non swim permitted lake, provided the <br />owner holds onto the reins. If however he lets go, <br />the horse can be impounded by the Sheriff's Dept. <br />under IRC Ordinance 77-41. <br />7• .A request to the Sheriff's Department by the Board, <br />to enforce the existing ordinance 79-22 and the <br />suggested ordinance dealing with boats, especially <br />during evening and weekend hours should be considered. <br />- ® Bill Cook, Park Super <br />I <br />
