ADMINISTRATOR NELSON STATED THAT HE REALLY FELT THEY MADE <br />THE BEST DEAL POSSIBLE AND EMPHASIZED THAT WE AT A VERY CRITICAL TIME. <br />COMMISSIONER WODTKE POINTED OUT THAT ACTUALLY THERE WOULDN'T <br />BE ANY DIFFERENCE IN THE AMOUNT OF MONEY BEING PAID FOR THE PURCHASE, <br />AND ATTORNEY COLLINS FELT THE PROBLEM IS THAT MR. HARDEE DOESN'T <br />KNOW NOW WHAT THE COSTS ARE AND HE WAS DIFFICULT TO PIN DOWN. <br />THE ATTORNEY DID NOT RECOMMEND ANY CHANGES IN WHAT HAS BEEN PRESENTED <br />AND NOTED THAT THEY SPENT MANY HOURS IN NEGOTIATION. <br />COMMISSIONER LYONS STATED THAT HE LIKED COMMISSIONER <br />WODTKE'S APPROACH, BUT FELT HE WOULD HAVE TO GO ALONG WITH THE BAR- <br />GAINER. <br />UTILITY DIRECTOR LINER ALSO FELT THAT ANY CHANGE IN THE <br />NEGOTIATION PROBABLY WOULD CAUSE THE DEAL TO FALL THROUGH. <br />COMMISSIONER WODTKE REITERATED THAT WHILE IT WOULD NOT <br />MAKE ANY DIFFERENCE IN THE COST, HE WOULD RATHER JUST HAVE THE <br />MONEY PUT IN THE COST OF THE LAND. <br />ATTORNEY COLLINS DISCUSSED THE POSSIBILITY OF A PROVISION <br />WHEREBY WE WOULD PAY MR. HARDEE THE TAP -IN FEES AND HE WOULD PAY <br />US BACK. HE ASKED IF THERE IS SOME WAY THE GRANT FUNDS WERE AVAIL- <br />ABLE TO PAY TAP -INS, AND ENGINEER ROBBINS STATED HE WOULD CHECK <br />INTO THIS, BUT FELT IT WAS FOR NEEDY CASES. <br />MOTION WAS MADE BY COMMISSIONER LYONS, SECONDED BY COM- <br />MISSIONER Loy, TO AUTHORIZE THE ATTORNEY TO NEGOTIATE A CONTRACT <br />WITH MR. HARDEE ALONG THE LINES OUTLINED, THE ONLY DIFFERENCE BEING <br />THAT THE AGREEMENT IS TO BE CONTINGENT ON THE OUTCOME OF THE PUBLIC <br />INFORMATION MEETING. <br />COMMISSIONER WODTKE ASKED, IF WE PROCEED, IF WE CAN TRY <br />TO ARRANGE WITH FMHA TO DO THE IN-HOUSE BOOKKEEPING TO ACCOMPLISH <br />WHAT WE WANT TO DO AT OUR END. HE NOTED WE COULD SET A VALUE OF <br />$65,000 ON THE PURCHASE, AND WHEN WE DO PUT A METER IN THERE, WE <br />COULD TAKE THE MONEY AND PUT IT INTO OUR ENTERPRISE ACCOUNT. HE <br />ASKED IF WE CAN PURSUE THAT APPROACH WITH FMHA, I.E., PAY SO MUCH <br />IN CASH AND SO MUCH IN TAP -IN CHARGES, AND PERHAPS IN THAT WAY, <br />THE SEWER CONNECTION WOULD BE AN ALLOWABLE EXPENSE FROM FMHA. <br />89 <br />boa 44 `` = 9 <br />F /? 3�. <br />SEP 2 41980 <br />
