M. <br />COUNCIL CHAMBERS, CITY HALL, VERO BEACH, FLORIDA <br />PRESENT: Chairman, Don C. Scurlock, Jr., Vice Chairman, W. W. Siebert, Mem- <br />bers; Alma Lee Loy, Jay A. Smith, William C. Wodtke, Jr. Ex Offi- <br />cio Members: City Manager, J. V. Little, Finance Director, T. R. <br />Nason, Fire Chief, Forrest Smith, County Attorney, George G. Collins, <br />Jr., and City Attorney, Wayne R. McDonough <br />NEW BUSINESS <br />ACCEPTANCE OF AGENDA <br />The agenda, as presented by Mr. Nason, was accepted for the purposes of <br />this meeting. (Copy attached) <br />ELECTION OF OFFICERS <br />The first order of business was to elect a Chairman and Vice Chairman <br />to serve on the South County Fire District Advisory Committee. Mr. <br />Scurlock was unanimously elected to serve as Chairman and Mr. Siebert <br />was unanimously elected to serve as Vitae Chairman. <br />1_&2 DISCUSSI013 OF AU'T'HORITY <br />The advisory committee discussed the authority to be given to the City <br />of Vero Beach to manage the district and its personnel. The committee <br />agreed on the following: <br />a. Agreed to adopt the City Personnel Rules and Regulations as they <br />exist, with the exception of the clause indicating any preferen- <br />tial treatment for persons residing in the corporate limits of <br />the city or within the boundaries of Indian River County. <br />b. Agreed to use the purchasing procedures used by the City of Vero <br />Beach, but to comply with the $2,000 limit on purchases, unless <br />the county agrees to a higher limit for more expensive items. <br />Purchases in excess of the limit will be presented to the District <br />Board of Fire Commissioners for approval. <br />c. Although specifically stated in the previous agreement between <br />the city and the county, the District Board of Fire Commissioners <br />should ratify the authority for the city to hire, remove, promote <br />and handle grievances for employees of the Fire District. The <br />only exception would be the hiring of the Fire Chief. The District <br />
