NOTED THAT THERE IS A HIGH DEMAND OF PEOPLE WHO WANT TO LIVE ON THE <br />WATER, AND SINCE THERE ARE BRIDGES, THERE IS GOOD ACCESS, MR. HELIE <br />NEXT DISCUSSED THE BEARING CAPACITY ON A BARRIER ISLAND - THE NUMBER <br />OF PEOPLE CAN BE DETERMINED BUT MUST BE BASED ON TRANSPORTATION <br />AND POTABLE WATER. HE ADVISED THERE IS A VEIN OF WATER AT THIS <br />LOCATION WITH REVERSE OSMOSIS, AND POTABLE WATER IS PROBABLY AVAILABLE. <br />MR. HELIE STATED THAT THE OWNERS WANT TO PUT DOWN A TEST WELL. HE <br />COMMENTED THAT ON A BARRIER ISLAND, THERE IS A LIMITING FACTOR TO <br />GROWTH. MR. HELIE NOTED THAT WHEN YOU GET A ZONING CHANGE, IT JUST <br />GIVES THE DEVELOPER MORE ASSURANCE TO GO AHEAD AND SPEND MORE MONEY. <br />HE ADDED THAT THIS PROJECT WILL NOT ADVERSELY AFFECT THE TRAFFIC FLOW <br />ON A -1-A. <br />ATTORNEY HENDERSON COMMENTED THAT THE BOARD HAS BEEN <br />INVOLVED IN THIS PARCEL BEFORE - THE OLD ENOS SUBDIVISION. <br />.JOHN ROBBINS, ENGINEER, CAME BEFORE THE BOARD AND NOTED <br />THAT RELATIVE TO THE WATER ISSUE, REVERSE OSMOSIS WOULD BE THE ONLY <br />WAY. HE CONTINUED THAT RELATIVE TO THE SEWAGE TREATMENT IN THAT AREA, <br />SOMETHING ALONG THE LINES OF A SECONDARY TREATMENT, WITH AN EFFLUENT <br />TECHNIQUE OF PERCOLATION OR SUBSURFACE PERCOLATION, WOULD BE VIABLE. <br />MR. ROBBINS STATED THERE IS A PROCEDURE THAT THE PETITIONERS MUST GO <br />THROUGH UNDER THE FRANCHISE REQUIREMENTS, AND SITE PLAN APPROVAL <br />COULD NOT PROCEED UNTIL UTILITY APPROVAL WAS RECEIVED; THERE ARE <br />VARIOUS REGULATORY AGENCIES THAT WOULD HAVE TO GIVE THEIR APPROVAL - <br />THESE ARE AREAS THE PETITIONERS WILL HAVE TO ADDRESS. MR. ROBBINS <br />COMMENTED THAT FROM AN ENGINEERING STANDPOINT, THIS WOULD REQUIRE A <br />CLOSE LOOK SO THAT CERTAIN BUFFERS ARE THERE; THAT RESPONSIBILITY <br />LIES WITH THE DER IN THEIR REQUIREMENTS, BUT THE ENGINEERING WOULD <br />HAVE TO BE DONE TO INSURE THAT THESE REQUIREMENTS WOULD BE MET. <br />COMMISSIONER LYONS COMMENTED THAT THE QUESTION OF WATER <br />AND SEWER IS SOMETHING THAT IS WELL UNDER CONTROL BY THE EXISTING <br />AGENCIES. <br />ATTORNEY HENDERSON ADVISED THAT THE SEWAGE TREATMENT PLANT <br />IS NOT SHOWN ON THE PLAN,BUT IT IS TO BE ON THE NORTH SIDE OF THE <br />PROPERTY, AND WEST OF A -1-A. <br />19 SOAK f <br />SEP 2 4 1980 'A <br />
