J. G. ROSE, 271 SEA OAK, INDIAN RIVER SHORES, CAME BEFORE <br />THE BOARD AND STATED THAT THE LAST OF THE OCEANFRONT NEEDS CAREFUL <br />PLANNING. HE ADDED THAT NO UTILITIES ARE THERE NOW AND A LONG RANGE <br />CONCEPTUAL PLAN SHOULD BE DONE ON THE LAND USE PLAN BEFORE ANYTHING <br />IS REZONED. MR. ROSE COMMENTED THAT THE NORTH BEACH AREA HAS A MAJOR <br />UNDERTAKING FOR INCOMING RESIDENTS AND, IN ADDITION, THE BOARD HAS <br />PERMITTED SEVERAL OCEANFRONT PROJECTS THAT HAVE YET TO BE BUILT. <br />HE THEN COMMENTED ON THE DIALOGUE PRESENTED EARLIER REGARDING THE PLAN <br />JUST BEING A PRELIMINARY ONE; AND THE APPLICATION FOR REZONING WAS <br />FOR S UNITS PER ACRE, AND NOW THAT HAS BEEN CHANGED. MR. ROSE <br />SUMMARIZED THAT MORE TIME IS NEEDED AS THIS APPLICATION PRECEDES <br />OTHERS WHICH WILL BE BEFORE THE BOARD IN THE NEXT FEW WEEKS - THE <br />REZONING WILL SET A PRECEDENT. HE FELT THIS REZONING REQUEST SHOULD <br />BE DENIED. <br />DISCUSSION FOLLOWED ABOUT THE DENSITY AT .JOHN'S ISLAND, <br />AND MR. ROSE DETERMINED THAT IT WAS APPROXIMATELY 4 TO 4.5 UNITS <br />PER ACRE. <br />ROBERT RYDER, THE MOORINGS, COMMENTED TO THE BOARD THAT HE <br />WAS A DISTURBED AND CONFUSED RESIDENT CONCERNING THIS MATTER. HE <br />ASKED IF THE PLANNING DEPARTMENT DISAPPROVED OF THE APPLICATION. <br />CHAIRMAN SIEBERT STATED THAT IT WAS DENIED BY THE PLANNING, <br />& ZONING COMMISSION ON A VOTE OF 3 TO 1. <br />MR. RYDER STATED HE WAS CONFUSED BY THE DENSITY OF UNITS <br />PER ACRE AS THEY SEEM TO BE CHANGING FROM WEEK TO WEEK; HE FELT THE <br />REQUEST MUST BE BASED ON EXISTING ZONING AND NOT ON A PROPOSAL. <br />CHAIRMAN SIEBERT ADVISED THAT THE LAND IS PRESENTLY ZONED <br />R-1 AND THE APPLICANTS ARE REQUESTING A CHANGE IN ZONING. <br />COMMISSIONER Loy INTERJECTED THAT THE APPLICANT IS ACTING <br />UNDER THE PRESENT REGULATIONS. <br />MR. RYDER COMMENTED THAT HE DID NOT DOUBT THE INTEGRITY OF <br />ATTORNEY HENDERSON, THE OWNERS AND DEVELOPERS; HOWEVER, THE RUSH FOR <br />THE REZONING BOTHERED HIM WHEN IT IS INCONCEIVABLE THAT THEY CAN <br />PROCEED WITHOUT WATER AND SEWAGE.
