REQUEST FOR QUALIFICATIONS FOR HEALTH INSURANCE/EXCESS <br />LOSS REINSURANCE BROKERAGE AND ACTUARIAL SERVICES — <br />COMMITTEE RECOMMENDATIONS <br />Director of Human Resources Jim Sexton reviewed his memorandum dated March 17, <br />2010. He spoke about the submitted proposals, the Request for Proposal (RFQ) Committee, and <br />results of the ranking, and details as to why the Committee recommended the Gehring Group <br />over the other firms. Staff and the RFQ Committee recommended to begin negotiations with the <br />Gehring Group and bring back a contract to the April 13, 2010 Board of Commission Meeting <br />for approval. Director Sexton pointed out that as an alternative, the Board could reject all <br />proposals, and authorize staff to issue a RFP for Health Insurance Consultant Services through <br />the competitive bidding process. <br />MOTION WAS MADE by Commissioner Wheeler, <br />SECONDED by Vice Chairman Solari, for discussion, to <br />authorize staff to begin negotiations with the Gehring <br />Group. <br />Commissioner Flescher observed that some applicants had supplied a pricing structure <br />and some had not, and he felt the information provided should have been consistent. He opposed <br />the recommendation and supported the alternative — to reject all proposals and authorize staff to <br />issue a RFP for Health Insurance Consultant Services through the competitive bidding process. <br />27 <br />March 23, 2010 <br />
