Administrator Baird supported the RFQ process, and provided his reasons why. <br />Chairman O'Bryan voiced concerns over how the numbers were tabulated for the <br />ranking, the rating process used by one reviewer, and offered suggestions on how to handle a tie- <br />breaker. <br />Discussion ensued between the Board and staff regarding the submission of pricing, <br />negotiations, and the ranking order of the top firms. <br />The Chairman CALLED THE QUESTION and by a 4-1 <br />vote (Commissioner Flescher opposed), the Board <br />authorized staff to begin negotiations with the Gehring <br />Group, and bring back a Contract for Board approval at <br />the April 13, 2010 Commission Meeting. In the event that <br />staff cannot come to terms with the Gehring Group, staff <br />will begin negotiations with the second ranked firm, the <br />Crowne Group. <br />12.E.
