12.1. PUBLIC WORKS <br />12.1.1. STAFF UPDATE — SECTOR 3 BEACH RENOURISHMENT PROJECT <br />Public Works Director Chris Mora, using a PowerPoint Presentation (on file), provided <br />an update to the Sector 3 Beach Renourishment Project, and answered questions from the Board. <br />12.1.2. SECTOR 3 BEACH RESTORATION PROJECT, CHANGE ORDER No. 1, <br />RANGER CONSTRUCTION INDUSTRIES, INC. <br />Director Mora recapped his Memorandum dated March 18, 2010, advising the Board that <br />Ranger Construction Industries, Inc. (Ranger) is requesting an approval of Change Order 1 <br />because of additional permit requirements adding additional costs to their original bid. He <br />explained the details of the dispute regarding additional sand processing costs, the haul credit, <br />and Coastal Tech's proposal for two separate alternatives on how to handle Change Order No. 1 <br />(pages 402 and 403 of the Backup). Staff had recommended approval of Alternative 2 since the <br />costs can be documented, and the higher haul credit is warranted. <br />Discussion ensued regarding documentation, using the Brian Davis Mine as a possible <br />source, and the truck haul credit. <br />Bob Schafer, Vice President, Ranger Construction Industries, Inc. explained and <br />defended the details of his bid. <br />Chairman O'Bryan recapped the history of the project and two issues of concern: <br />(1) the cost of the increased processing, and (2) compensation for the increased cost of the <br />Geotechnical engineering sampling. He stressed the need to contain the costs in moving <br />forward, and asked that the Board be informed immediately of any additional costs. <br />29 <br />March 23, 2010 <br />
