OBJECTIVE 4 Water Conservation <br />Through the time horizon of the plan, 100% of the wastewater effluent produced by the <br />County centralized sanitary sewer facilities will be reused. <br />POLICY 4.4: The County shall require all new subdivisions or residential projects <br />of 25 or more lots/units within one-quarter of a mile of an existing re -use line to connect <br />to the re -use line. <br />Board Members, P&Z Commission members, and staff made observations on Policy 4.4. <br />Discussion points included the necessity to ensure there was an adequate supply of reuse water to <br />meet the demand, and the desire to provide some type of incentive for developers to supplement <br />their irrigation systems with the reuse water. <br />Mike Hotchkiss, Capital Projects Manager, provided further details on the requirement <br />for connecting to the reuse water. <br />Commissioners O'Bryan and Davis remarked on the importance of ensuring that the <br />County has an access easement to put stormwater into the ponds situated within subdivisions. <br />The Chairman invited public comments. <br />Mr. Beuttell, 5000 16th Street, addressed the Board regarding the necessity to have <br />sufficient access for maintenance of the stormwater ponds. <br />Chairman O'Bryan addressed Ms. Keys' question regarding there was a requirement for <br />stub outs for the reuse water in all new subdivisions. <br />Continuing with his presentation, Director Keating explained that the policy depicted in <br />Objective 7 below, relates to a proposal to request that the Health Department study the <br />feasibility of a County -initiated septic tank maintenance program. <br />12 <br />April 19, 2010 <br />
